LSA ASSOCIATES, INC.
SEPTEMBER 2016
ROCKETSHIP REDWOOD CITY ELEMENTARY SCHOOL PROJECT
INITIAL STUDY/ MITIGATED NEGATIVE DECLARATION

P:\RWC1401B Rocketship School\PRODUCTS\IS-MND\Public\Rocketship Public Review 09-29-16.docx (09/29/16) PUBLIC REVIEW DRAFT 78
compared to existing conditions; however, this increase would be minimal when considered in a City-
wide context.

It is not anticipated that new staff or facilities would be needed in order to serve the additional student
population. The Police Department would continue to provide services to the project site and would not
require the construction of a new or expanded police station. Therefore, the proposed project would not
result in a substantial adverse physical impact associated with the provision of additional police facilities
or services.

Schools. Three public school districts serve the project area: the Redwood City School District
(RCSD), the Belmont-Redwood Shores School District (BRSD), and the Sequoia Union High School
District (SUHSD). The RCSD operates the majority of elementary schools. The BRSD oversees one
existing elementary and one future elementary school. The SUHSD includes two high schools and
two charter schools.

The proposed project would operate as a TK-5 charter school within the RCSD. There are currently
13 elementary schools and 2 middle schools within the RCSD. Hoover Elementary School, which
serves grades K-8, is the closest District school to the site, located about 0.25 miles to the southwest
at 701 Charter Street. The new charter school would serve students primarily from the Fair Oaks
neighborhood as well as other neighborhoods within the District. Students who live within their
school’s attendance area have first priority for attending their assigned neighborhood school, which is
based on geographic boundaries. Inter-district transfers are granted based on a lottery system.

The proposed project would not increase the demand for school services within the District; rather,
the proposed school use would serve existing demand for school services within the RCSD and would
increase the District-wide capacity by 480 students. Therefore, the project would not result in a
substantial adverse physical impact associated with the provision of school services.

Parks. The project site is located in an existing light industrial and commercial area. The
nearest recreational space is Hoover Park, which is located approximately 0.25 miles southwest of the
project site. Hoover Park includes 10.18 acres and offers fields for football, soccer and baseball as
well as basketball and playground areas. Students at the new charter school generally would not leave
the site during the school day and would utilize on-site playground facilities during this time. Use of
Hoover Park and other nearby recreational facilities would not increase with the proposed project, as
the proposed school use would serve existing students within the area. As the project would not
substantially increase population in the area (refer to Section XIII, Population and Housing), the
project would not substantially increase demand for parks and recreation services and would therefore
not result in a substantial adverse physical impact associated with the provision of park and
recreational facilities.

Other Public Facilities. The Fair Oaks Library Branch and Fair Oaks Community Center are
located within 0.6 miles of the project site. Given that the proposed project would not increase
population in the area (refer to Section XIII, Population and Housing), the project would not
substantially increase demands for other public facilities, such as libraries.

ATTY/RESO.0032/PC RESO APPROVING CEQA - 860 CHARTER ST.
