LSA ASSOCIATES, INC.
SEPTEMBER 2016
ROCKETSHIP REDWOOD CITY ELEMENTARY SCHOOL PROJECT
INITIAL STUDY/ MITIGATED NEGATIVE DECLARATION

P:\RWC1401B Rocketship School\PRODUCTS\IS-MND\Public\Rocketship Public Review 09-29-16.docx (09/29/16) PUBLIC REVIEW DRAFT 81
a) Conflict with an applicable plan, ordinance or policy establishing measures of effectiveness for
the performance of the circulation system, taking into account all modes of transportation
including mass transit and non-motorized travel and relevant components of the circulation
system, including but not limited to intersections, streets, highways and freeways, pedestrian and
bicycle paths, and mass transit? (Less-Than-Significant Impact)

Overview. The Traffic Study prepared for the proposed project was conducted according to the
requirements of the City of Redwood City, the County of San Mateo, and the City/County Association
of Governments of San Mateo County (C/CAG). The C/CAG administers the San Mateo County
Congestions Management Program (CMP). Specifically, the following analysis focuses on trip
generation, distribution and the extent to which project trips would affect traffic operations within the
project area during the AM and PM peak hours. The AM peak hour is defined as the highest hour of
traffic between 7:00 am and 9:00 a.m. while the PM peak hour is the highest hour of traffic between
4:00 p.m. and 6:00 p.m. These time periods are analyzed as they represent the times when traffic on
the adjacent streets peaks and are generally representative of the peak commute hour conditions.109 A
total of nine study intersections within the vicinity of the project site that could be affected by project–
related traffic were chosen for analysis. The study intersections were selected to include locations
where the proposed project is expected to generate ten or more peak hour trips per lane. These
intersections are listed below and shown in Figure 8.
5. Veterans Boulevard and Woodside Road (SR 84)
6. Broadway and Woodside Road (SR 84)
7. Bay Road and Woodside Road (SR 84)
8. Middlefield Road and Woodside Road (SR 84)*
9. Bay Road and Charter Street (unsignalized)
10. Bay Road and Douglas Avenue (unsignalized)

* Denotes a CMP intersection

109 The peak hour of school traffic in the morning would coincide with the AM peak hour; however, peak school
traffic in the afternoon would occur before the PM peak hour. Trips associated with after-school programming would,
however, be included in the PM peak hour. It should be noted that it is during the AM and PM peak hours that the most
congested traffic conditions would occur on an average weekday and the impact on the roadway system by traffic generated
by the school would be the greatest.

ATTY/RESO.0032/PC RESO APPROVING CEQA - 860 CHARTER ST.
