The project includes new landscaping to improve the natural appearance <br />of the site. There are no natural features on the site (including trees, shrubs, <br />creeks, and rocks), and the natural grade of the site will be retained. <br />f. Off-street parking areas are accessible from Charter Street and Bay Road <br />and the applicant has incorporated design features to improve the usability <br />and safety of the off-street parking area including: a double-loaded on- <br />site driveway to contain drop-off and pick-up vehicles on the site; restriction <br />of left turns from Charter Street into the driveway with a modified driveway <br />at Charter Street; and improvements to the sidewalk at the corner of <br />Charter Street and Bay Street with a new bulb out and accessible <br />ramps. The project therefore takes into account the relation of parking <br />areas to traffic on adjacent streets. <br />g. Landscaping is included in the project to provide screening of the building <br />and parking areas, screen the new play area from the public right-of- <br />way and break up the large expanse of paved area with a mix of planting <br />surfaces. Creeping fig will be planted adjacent to the building to screen the <br />mass of the building and new trees and bushes will be planted in the <br />playground and parking area to screen these areas. <br />h. The proposed improvements to the building and site are compatible with <br />the character and value of the nearby residential neighborhood, which is <br />approximately 365 feet away. The existing building would remain at its <br />current size. The building exterior appearance will be enhanced through the <br />placement of new windows, arbors, and landscaping in a manner that is <br />compatible with adjacent uses. <br />i. New permeable areas and landscaping swales are included on the site to <br />retain drainage and capture and treat stormwater runoff prior to its <br />discharge from the site. <br /> <br />Section 4 . The Conditional Use Permit and Architectural Permit are hereby <br />approved based on the Planning Commission’s consideration in accordance with <br />the plans, details and descriptions contained therein, and subject to the <br />Conditions of Approval attached hereto as Exhibit A and incorporated herein by <br />reference. <br /> <br />Section 5.
