The use and facilities will not adversely affect or conflict with adjacent uses <br />or impede the normal development of surrounding property as the <br />applicant has designed the Project to contain operations on-site and to <br />minimize neighborhood traffic impacts. The Project will not generate <br />significant noise. <br />e. Adequate public and private facilities such as utilities, landscaping, <br />parking spaces and traffic circulation measures are or will be provided for <br />the proposed use, in that as noted in the IS/MND, the Project can be <br />served by utilities, will not impact public services, provides adequate on- <br />site parking and will not result in traffic impacts. <br />f. Additional floor area or other site development does not occupy existing <br />available parking area, in that the Project would be accommodated within <br />the existing building; no additional floor area would be constructed and <br />existing parking at the rear of the building would be maintained. The <br />Project complies with number of on-site parking spaces required per the <br />City zoning code. <br />g. Adverse parking impacts on adjacent properties will not result, in that the <br />Project complies with the number of on-site parking spaces required per <br />the City zoning code. These spaces would continue to be accessed via <br />the existing driveway on Charter Street. <br />h. Parking is provided for any additional floor area or other expansion in <br />compliance with [Zoning Code Article 33], in that the Project complies with <br />parking regulations of the City zoning code. The Project does not include <br />construction of additional floor area. <br /> <br />Section 3 . Architectural Permit (2014-20) Findings (Zoning Ordinance <br />Section 45.7): The Planning Commission finds that: <br /> <br />a. There is sufficient variety in the design of the structure and grounds to <br />avoid monotony in the external appearance. The building exterior <br />appearance will be enhanced through the placement of new windows, <br />arbors, and landscaping. <br />b. The size and design of the structure is in proportion to the building site <br />and it has a balance and unity among its external features so as to <br />presents a harmonious appearance. The existing building would remain at <br />its current size. The building exterior appearance will be enhanced through <br />the placement of new windows, arbors, and landscaping in a manner that <br />is harmonious with the unaltered portions of the building and site plan. <br />c. The structure conforms to the general character of other structures in <br />the vicinity, in that the existing building would remain at its current size and <br />will not alter its contextual relationship with adjacent buildings. <br />d. The project incorporates quality exterior finish materials, including new <br />windows, glass roll-up doors, new metal awnings, enhanced exterior color <br />palette and improvements to the existing perimeter fence, and does not <br />incorporate excessive ornamentation, temporary or second hand
