requests for additional analysis that are not necessary to prepare a legally adequate <br />document, the additional cost would be billed on a time and materials basis. <br />The Screencheck Draft Initial Study will be submitted to the City at the same time as the <br />Administrative Draft SEIR (see Task CA), and will be included as an appendix to that <br />document. <br />4. Public Review Draft Initial Study <br />Based on one set of consolidated, non -contradictory comments submitted by the City, <br />LSA will make any necessary revisions to the Initial Study and prepare the Public <br />Review Draft Initial Study. The Draft Initial Study will be circulated at the same time as <br />the Draft Supplemental EIR, and will be included as an appendix as detailed in Task C, <br />Draft Supplemental EIR, below. <br />TASK C: DRAFT SUPPLEMENTAL ENVIRONMENTAL IMPACT REPORT <br />LSA will prepare three drafts of the Supplemental EIR: an Administrative Draft and <br />Screencheck Draft, for review by the City, and a Public Review Draft, which will be <br />released for the 45 -day review period. The following discussion summarizes the tasks <br />that LSA will conduct to prepare the Supplemental EIR. <br />1. Setting, Impacts and Mitigation Measures <br />The setting, impacts, and mitigation measures documentation for each of the issue <br />areas described below will be incorporated into the SEIR. The setting section for each <br />topic will describe the current conditions of the site and vicinity. Each topical impact <br />analysis will evaluate project -level impacts of the proposed project. Where relevant, <br />impacts will be separately identified in terms of whether they would occur during the <br />construction or operations periods. A set of feasible mitigation measures (as well as the <br />residual impacts or effects of each measure) will be identified and compared to those <br />identified in the previous EIR, if appropriate. <br />Section 15130 of the CEQA Guidelines requires that an EIR evaluate potential <br />environmental impacts that are individually limited but cumulatively significant. These <br />impacts can result from the proposed project alone or together with other projects. The <br />analysis of cumulative effects will be included in each of the below topical sections and <br />will address the potential impacts associated with the project in conjunction with other <br />off-site, permitted, under -construction or probable future projects under the projected <br />build -out of the General Plan. Cumulative impacts will be summarized by topic and <br />reasonable, feasible options for mitigating or avoiding the project's contribution to any <br />significant cumulative effects will be identified. <br />a. Transportation and Circulation. Conditions and requirements related to the <br />topic of transportation and circulation have changed since 2003 and this topic will <br />warrant some additional review to ensure that the previous EIR remains adequate for <br />the revised project. In particular, existing and future roadway conditions have changed, <br />as have the modeling tools used for assessment of level of service impacts.
