1. Evaluation of Environmental Effects <br />The Initial Study will be prepared in accordance with CEQA and the CEQA Guidelines <br />and will utilize the Environmental Checklist Form (Appendix G of the CEQA Guidelines) <br />with any modifications required by the City as Lead Agency. The following <br />environmental issue topics will be covered in the Initial Study: aesthetics; agricultural <br />and forestry resources; biological resources; cultural resources; geology and soils; <br />hazards and hazardous materials; hydrology and water quality; land use and planning; <br />mineral resources; noise; population and housing; public services; recreation; tribal <br />cultural resources; and utilities and service systems. In preparing the checklist, LSA will <br />respond to the checklist questions for the various impact topics and add concise <br />explanatory comments related to each topic. Quantitative analysis will be provided for <br />applicable topics, such as noise. Where appropriate, the discussion will also refer to the <br />analysis and conclusions of the Precise Plan EIR. Mitigation measures will be <br />recommended where necessary to reduce potentially significant environmental impacts <br />to a less -than -significant levels. The following issue topics will be further evaluated in <br />the SEIR, as described under Task C, below: Transportation and Circulation, Air <br />Quality, and Greenhouse Gas Emissions. <br />In the event that the Initial Study analysis identifies potentially significant impacts that <br />may not be reduced or avoided with implementation of mitigation measures, LSA will <br />immediately notify the City and work with staff to strategize on the additional <br />environmental issue topics that should be included in the SEIR. <br />2. Administrative Draft Initial Study <br />LSA will prepare an Administrative Draft Initial Study with the following components. <br />1. Figures and tables will be provided as appropriate to illustrate the project site, the <br />proposed project and the study's findings. <br />2. Project Description (developed as part of Task A, above) <br />3. CEQA Environmental Checklist Form <br />4. Mandatory Findings of Significance <br />5. Contacts and Bibliography <br />6. Technical Appendices (as applicable) <br />LSA will also provide up to five (5) paper copies and one MS Word and PDF version of <br />the Administrative Draft in electronic format for review by City staff. <br />3. Screencheck Draft Initial Study <br />Based on a single consolidated set of comments received from City staff, LSA will make <br />any necessary revisions to the Administrative Draft Initial Study and will prepare a digital <br />version (MS Word and PDF formats) of the Screencheck Draft Initial Study for review. <br />This submittal will include both a clean document and a compare version with text <br />changes made to the Administrative Draft document shown in underline and strikeout <br />for the City to more easily confirm that all comments and edits are fully incorporated into <br />the Screencheck Draft.
