1. Evaluation of Environmental Effects The Initial Study will be prepared in accordance with CEQA and the CEQA Guidelines and will utilize the Environmental Checklist Form (Appendix G of the CEQA Guidelines) with any modifications required by the City as Lead Agency. The following environmental issue topics will be covered in the Initial Study: aesthetics; agricultural and forestry resources; biological resources; cultural resources; geology and soils; hazards and hazardous materials; hydrology and water quality; land use and planning; mineral resources; noise; population and housing; public services; recreation; tribal cultural resources; and utilities and service systems. In preparing the checklist, LSA will respond to the checklist questions for the various impact topics and add concise explanatory comments related to each topic. Quantitative analysis will be provided for applicable topics, such as noise. Where appropriate, the discussion will also refer to the analysis and conclusions of the Precise Plan EIR. Mitigation measures will be recommended where necessary to reduce potentially significant environmental impacts to a less -than -significant levels. The following issue topics will be further evaluated in the SEIR, as described under Task C, below: Transportation and Circulation, Air Quality, and Greenhouse Gas Emissions. In the event that the Initial Study analysis identifies potentially significant impacts that may not be reduced or avoided with implementation of mitigation measures, LSA will immediately notify the City and work with staff to strategize on the additional environmental issue topics that should be included in the SEIR. 2. Administrative Draft Initial Study LSA will prepare an Administrative Draft Initial Study with the following components. 1. Figures and tables will be provided as appropriate to illustrate the project site, the proposed project and the study's findings. 2. Project Description (developed as part of Task A, above) 3. CEQA Environmental Checklist Form 4. Mandatory Findings of Significance 5. Contacts and Bibliography 6. Technical Appendices (as applicable) LSA will also provide up to five (5) paper copies and one MS Word and PDF version of the Administrative Draft in electronic format for review by City staff. 3. Screencheck Draft Initial Study Based on a single consolidated set of comments received from City staff, LSA will make any necessary revisions to the Administrative Draft Initial Study and will prepare a digital version (MS Word and PDF formats) of the Screencheck Draft Initial Study for review. This submittal will include both a clean document and a compare version with text changes made to the Administrative Draft document shown in underline and strikeout for the City to more easily confirm that all comments and edits are fully incorporated into the Screencheck Draft.
