changes to the proposed work program. The NOP, along with the written comment letters received on the NOP, will be included as an Appendix of the Draft SEIR. Project Description LSA will prepare a project description that clearly describes the development planned for the site and project area in previous planning documents (including the 2003 Precise Plan EIR and 2010 Addendum). LSA will work closely with City staff to ensure that the project description provides a level of detail appropriate for its objectives. The project description will provide as much detail as is available from the City and the applicant team. At a minimum, a preliminary site plan and elevations will be provided. Included in the project description will be a summary of the project site background, including development assumptions under the Precise Plan. Any difference between this document and the proposed project will be highlighted. The project description will also summarize the overall approval process for the project and identify all discretionary and anticipated subsequent approvals. Relevant agencies and reviewing bodies will be identified. The project description will include maps to illustrate the project site vicinity and the project site's relationship to surrounding areas and land uses. LSA shall submit a draft of the project description to the City and the applicant team for review and acceptance before the LSA team begins conducting any impact analyses. An abbreviated version of the project description will be included in the Initial Study, as discussed in more detail below. Significance Criteria Where appropriate, LSA will use the significance criteria used in the Precise Plan EIR. However, LSA will prepare a memorandum that includes the significance criteria used in the Precise Plan EIR and highlight changes to that criteria that have occurred since its certification. For example, the topic of greenhouse gas emissions was not considered in the Precise Plan EIR, and LSA shall use the current criteria for analysis of this issue topic. Early agreement regarding significance criteria will help to focus the setting information and the impact analyses provided in the SEIR. Work Program Refinement It may be necessary to refine the work program in accordance with information compiled in the above subtasks. Upon receipt and review of all of the comments on the NOP and taking into consideration comments heard at the scoping session, LSA will work with City staff to refine the scope of work and budget, if necessary, to address any environmental issues that are not yet adequately addressed in this work program. TASK B. DRAFT INITIAL STUDY LSA will prepare an Initial Study to focus out environmental topics that do not warrant detailed analysis in the SEIR.
