EXHIBIT "A" <br />SCOPE OF SERVICES <br />SCOPE OF WORK <br />The detailed work program that the Consultant (LSA) will undertake to prepare the Initial <br />Study and Supplemental EIR (SEIR) is presented below. Notwithstanding anything to <br />the contrary in Exhibit "A," the total compensation set forth in Section 6 of the <br />Agreement and as further detailed below shall not be exceeded without a prior <br />amendment to this Agreement. <br />If, after completion of the initial study, it becomes necessary to prepare a Subsequent <br />EIR, the scope and contract amount may need to be amended. <br />TASK A. PROJECT INITIATION <br />Project initiation tasks will include attendance at a start-up meeting, a site visit, review of <br />applicable background materials, preparation and distribution of a Notice of Preparation <br />(NOP), preparation of the project description, and agreement on the significance criteria <br />to be used in the SEIR, and work program refinement, as detailed below. <br />Project Start Up <br />This task will involve start-up activities, including data gathering, review of background <br />materials, attendance at a start-up meeting, and a site visit. At the start-up meeting, the <br />scope, format, deliverables, and schedule will be confirmed. Any background <br />documentation and project materials not already provided to LSA or available on the <br />internet should be provided at this time. <br />Notice of Preparation/Scoping Session <br />LSA will prepare a Notice of Preparation (NOP) in accordance with the requirements of <br />CEQA. The NOP will include a project description, location map, and outline of the <br />expected environmental topics to be covered in the SEIR. LSA will be responsible for <br />distributing the NOP to the State Clearinghouse; the City shall be responsible for local <br />posting and distribution. <br />As part of this task, LSA will also assist the City with Native American consultation tasks <br />required by AB 52. LSA will prepare initial consultation requests for the City to mail to <br />interested parties. This task assumes that formal consultation will not be required; LSA <br />can assist with formal consultation under a scope and budget adjustment, if necessary. <br />Theresa Wallace will attend and facilitate a public scoping session. As part of this <br />public meeting, LSA will make a short presentation that outlines the project's <br />environmental review requirements and process. <br />Following the 30 -day comment period, LSA will review all comments, distribute <br />comments to members of the LSA team as necessary, and recommend any needed <br />Page 9 of 19 <br />REV: 06-16-17 PR <br />AM/AGR.2017.138/LSA - KaiserMOB2EIR <br />
