Estimator Model version 2016.3.1 (CaIEEMod) and will include a screening level <br />construction health risk assessment. <br />Assess project operation period impacts. The project would generate new vehicular <br />trips within the region. Emissions associated with long-term operations from vehicle trips <br />and other sources will be calculated with CaIEEMod. <br />Identify mitigation measures. LSA will identify any new mitigation measures to <br />address any significant project or cumulative impacts that were not identified in 2003. <br />Mitigation measures designed to reduce the project's short-term construction and long- <br />term air quality impacts will be identified. Mitigation measures established by the <br />BAAQMD for dust suppression will be identified to reduce construction impacts. Both an <br />evaluation of the potential mitigation measures and a discussion of their effectiveness <br />will be provided. <br />c. Greenhouse Gas Emissions and Energy. Construction and operation of the <br />proposed project would result in the consumption of fuel and energy resulting in the <br />emission of greenhouse gasses. Greenhouse gas emissions and use of energy <br />resources were not analyzed in the previous EIR; analysis of the topic of greenhouse <br />gas emissions was added to the CEQA Guidelines in March 2010 and the topic of <br />energy is expected to be added in the summer of 2017. <br />Typically, an individual project does not generate sufficient greenhouse gas emissions <br />to influence global climate change significantly on its own; therefore, the issue of global <br />climate change is cumulative in nature. The proposed project, through construction and <br />operational activities, would generate greenhouse gas emissions that would <br />cumulatively contribute to global climate change. <br />The Greenhouse Gas Emissions and Energy section of the SEIR will include a technical <br />analysis evaluating the impacts of project -related energy consumption and greenhouse <br />gas emissions. LSA will conduct the following subtasks as part of this analysis: <br />Describe the existing environmental setting. LSA will summarize up-to-date <br />information related to global climate change, along with the climate/meteorological <br />conditions in the project vicinity, and the State, regional, and local setting. <br />Describe the existing regulatory framework. The existing regulatory framework for <br />global climate change will identify applicable federal, State, and City of Redwood City <br />policies, regulations, and programs. The City's Climate Action Plan will also be reviewed <br />and referenced in this section. <br />Assess project greenhouse gas emissions.
