Cullen J. Wilder, Kennedy /Jenks /Chilton responded to issues and questions about <br />the KJC and Bartles Well Final Report on Water and Sewer Rate Study, submitted <br />to Council for the August 7, 1989 public hearing, which answers are provided in <br />the Final Report Water and Sewer Study, Emerald Lake Hills Water System, <br />August 16, 1989. <br />Finance Director Gul Ramchandani, responded to financial and budgetary issues <br />raised at the public hearing of August 7, 1989, and displayed overhead <br />transparencies which are included in the August 16, 1989 Final Report. <br />The following people spoke in opposition to the higher multiplier for the <br />Emerald Lake Hills Water users and in support of the sale of the water delivery <br />system: <br />Janice McOmber, 466 Summit Drive, Redwood City <br />Doug Finlay!, 360 Summit Drive, Redwood City <br />Henry E. Garbutt, 670 Oak Park Way, Redwood City <br />Kathy Hayes, 130 Springdale Way, Redwood City <br />Herbert Knapp, 814 West California Way, Woodside <br />Curt Nehring, 313 Lakeview Way, Redwood City <br />Ed Neil, 3979 Brookline Way, Redwood City <br />Manuel Sotomayor, 12 Riviera Circle, Redwood City <br />Tim Strada, 719 Lakemead, Redwood City <br />Arthur Wells, 636 East View Way, Redwood City <br />Carol Henley, 157 Springdale Way, Redwood City <br />Betsy Alexander, Town of Woodside Councilmember, urged the Council to work with <br />the County and the Emerald Lake Hills and Woodside residents to resolve the <br />issues surrounding the water delivery system and advised that Mayor Seitle of <br />the Town of Woodside would very much like to be part of the resolution process. <br />M /S: Claire /Buchan at 10:48 p.m. to continue Council meeting but not beyond <br />midnight. <br />Carried by unanimous voice vote. <br />Discussion ensued regarding General Obligation Bonds 2 -65 and their impact on <br />the taxpayers of Redwood City and the water delivery system; in -lieu fees; <br />overhead allocations; actual and budget figures; constant dollars, the <br />subsidization issue; actual dollar increase due to multiplier; separate books <br />for Emerald Lake Hills water customers; use of excess revenues, if any; use of <br />funds raised by multiplier throughout the years; maintenance, replacement and <br />operating costs; desirability of same rate for every resident in Redwood City; <br />Council policy on size of pipe and extension of water mains; and, sale of the <br />water delivery system in the Emerald Lake Hills area. <br />CONSENSUS: Mayor Greenalch determined it to be the consensus of the Council to <br />direct staff to report back to Council on: <br />a) the expected number of housing units to be built in the Emerald Lake Hills <br />area; and <br />MINUTE BOOK NO. 49 <br />Page No. 70 <br />MINUTES <br />8/21/89 <br />PAGE 2 <br />
