EI Camino Real Traffic u..gnal System City of Redwood City
4.4 F"mal PS&E
We will prepare final PS&E. The 90 percent PS&E will be updated in response to project team comments
and submitted for a final check and approval prior to the printing of the sets for bidding. Final comments will
be incorporated into the design during this task. Design plans, special provisions, structure design, cost
esdmaœ, and quantity calculations will be fim1i7.ed and submitted to the City, Caltrans, as appropriaœ. A final
set of plans will be submitted in "AutoCAD 12" format.
A full set of bidding documents will be prepared. We will process the City's supplied general and standard
1echnical requiremems and add technical specifications. The bidding documents will be delivered in hard copy
and on a floppy diskette.
TASK 5. COORDINATION TIMING PLANS
The following steps are proposed to conduct this task.
5.1 Network Schematic and Data Collection
Several elements will be focused upon as part of this task, as follows:
Research and obtain all available traffic count data (peak period turning movement counts and
24-hour mid-block counts) for the study inœrsection from respective jurisdictions.
Identify any significant modifications anticipated in traffic generation or patterns in the study area
for the duration of the proposed project.
Obtain other relevant information such as speed data, capacity/saturation parameters, field
geometrics information from existing sources or through field data collection, identification of
high pedestrian activity locations, and link lengths.
Obtain existing signal timing parameters such as: current background cycle length; phase splits;
change intervals; phase sequences; and offsets. It is anticipated that existing splits/offsets could
be used as the starting point.
New turning movement counts will be ob1ained or collec1ed for project intersections. In addition,
ADT directional counts will be made. Link-node diagram schematics will be prepared indicating
lane geometries, link lengths, and traffic signal phasing. The traffic demand for four scenarios
will be analyzed (AM, Midday, PM and off peak periods).
5.2 Subsystem Grouping Analysis:
This task will review existing conditions information and identify appropriate subsystem grouping for the 23
study inœrsections for the purposes of signal coordination. We will perform a "strength of attraction" analysis
which is based on calculation of a "Coupling index" and other parameters such as cycle length requirements,
special traffic needs.
