<br /> 11. Amendment and Modifications. Supplementary guidance <br />memoranda and information agreements shall be formulated, if necessary, to <br />facilitate attainment of objectives substantially as indicated herein. Any major <br />revisions in the objectives or scope of the program as outlined herein, which <br />either Permittee or City may consider desirable or necessary in the future, will be <br />made, subject to approval of the parties, the subject of supplemental <br />agreements. <br /> 12. Limitations. Performance under this Permit is subject to the <br />availability of funds and human resources to the parties hereto, for purposes <br />described herein, and subject to revised administrative and personnel policies <br />which may have an effect on the terms of the Agreement. Each party shall <br />assume full control and sole responsibility only for its respective personnel and <br />activities incident to the performance of this agreement consistent with its law(s). <br /> 13. Successors. The terms and conditions hereof shall be binding upon, <br />and the benefits hereof shall accrue to, the successors in interest of Permittee, <br />its assigns, transferees, heirs, or grantees. <br /> 14. Effective Date and Termination. This Permit becomes effective on <br />the date of the last signature and shall continue in effect unless terminated by <br />either party pursuant to paragraph 3, above. <br />Grant-4 5 <br />FXS:rg <br />05/10/96 <br /> -,. <br />
