Methodology and Approach <br />For over 16 years, NexLevel has developed and honed numerous IT methodologies, tools, and processes <br />designed specifically for the unique needs and requirements of California local government agencies. <br />We combine these into kits for specific services (Strategic Planning, ERP Procurement and <br />Implementation, etc.) and our consultants consistently review and update the knowledge base included <br />in these kits based on specific, recent and relevant experience with our clients. These kits, combined <br />with our proposed team's knowledge and expertise, will provide the Cities with the most exceptional <br />support possible. <br />For this project, NexLevel proposes melding our proven procurement, selection, and implementation <br />methodology with the specific project phases requested in the RFP. <br />1. In the "Discovery" phase, we will work with the Cities to identify the project teams, establish <br />the foundation for effective project communication, and officially kick off the project. <br />We will conduct a thorough discovery of the Cities specific objectives and needs to ensure all <br />the features, functions, and requirements (e.g. user, interface, conversion, technical, etc.) <br />necessary are defined, documented, and communicated through the resulting documents for <br />inclusion in the RFP. <br />2. In the "Budget" phase, we will develop preliminary budget estimates and estimated timelines. <br />3. In the "RFP' phase, we will work with the Cities to develop the RFP documents. <br />In addition, as previously mentioned, we added two components to this phase: Selection — <br />where we will provide the structure for a fair and organized means to complete the review and <br />decision process to select the best solution presented, including agendas and scripts for vendor <br />Proof -of -Capabilities (POC) sessions, and Negotiation —where we will assist the Cities in <br />negotiating their final agreements with the selected vendors. <br />4. In the "System Implementation" phase, we will manage a Master Project Plan, facilitate the <br />relationships between the Cities and the selected vendors, and develop bi-weekly project status <br />reports. <br />Figure 3 provides an overview of the phases, activities, and deliverables for our proposed methodology. <br />REV: 06-15-17 JS Page 16 of 28 <br />ATTY/AGR/2017.127/NEXLEVEL-FSR CONSULTANT <br />
