6.3.B. - Page 4 <br />regularly used by fire apparatus going from Fire Station 12 to the Woodside Plaza <br />neighborhood. Adding speed humps to Fernside could increase emergency response <br />times: <br />• As the fire apparatus slow down and speed up after traversing additional speed <br />humps, or <br />• If the addition of speed humps causes them to alter their route. <br />Engineering Division and Fire Department staff collected travel time data in the area to <br />estimate the impact of adding new speed humps to Fernside. Travel times were <br />collected along the current response route and along two alternative routes. Based on <br />the data collected, adding two speed humps to Fernside, between McGarvey and <br />Roosevelt is estimated to add six seconds to Fire response times. If these speed humps <br />were added, the fastest average travel time going to Woodside Plaza from Fire Station <br />12 would still be by taking Roosevelt as is done today (by roughly 10 seconds). Adding <br />only one speed new speed hump is estimated to increase travel time along the route by <br />4 seconds. <br />Recommendation <br />The goal of this project is to reduce the amount and speed of cut through traffic on <br />Fernside Street while minimizing increases to emergency response times. Rather than <br />install two new speed humps as originally proposed, staff is recommending the <br />installation of only one speed hump. <br />Staff recommends installing one new speed hump on Fernside Street, between <br />McGarvey and Roosevelt Avenues, and replacing the two temporary speed humps on <br />Fernside, between Roosevelt and Carson) with permanent speed humps. <br />ALTERNATIVES <br />The City Council could: <br />• Not approve the construction of one additional speed humps on Fernside, or <br />• Approve the construction of two permanent speed humps on Fernside, or <br />• Direct staff to switch the direction of the stop signs at Fernside and Roosevelt <br />(stopping Roosevelt traffic instead of Fernside traffic) to further reduce <br />emergency vehicles' travel time. <br />FISCAL IMPACT <br />The estimated cost to install three speed humps (convert two from temporary to <br />permanent and install one new hump) is $40,000. Funds are available for this purpose <br />from the Traffic Mitigations Fees Fund — Traffic Calming which has sufficient available <br />balance. Minor maintenance costs will be incurred in future years. <br />
