6.1.C. - Page 1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />July 24, 2017 <br />SUBJECT <br />Amend the Financing and Information Technology Services Agreement between the <br />City and Silicon Valley Clean Water, formerly South Bayside Systems Authority <br />RECOMMENDATION <br />By motion, authorize the City Manager to execute Amendment No. 4 to the Financing <br />and Information Technology Services Agreement with Silicon Valley Clean Water <br />(SVCW) <br />BACKGROUND <br />SVCW is a joint powers authority (Authority) created in 1975 that provides wastewater <br />transmission, treatment, and effluent disposal services to the Cities of Belmont, <br />Redwood City, and San Carlos, as well as the West Bay Sanitary District (Members). <br />Under the Joint Powers Agreement, SVCW owns and operates the wastewater facilities, <br />and the Members are obligated to pay the Authority for their allocable share of the <br />Authority's operating, maintenance, and capital expenses. The City's allocation of <br />operating and maintenance costs are 43.5 percent and capital costs are allocated at <br />48.57 percent, which makes the City of Redwood City the majority Member. The <br />Authority is governed by a four -member Commission, consisting of one appointed <br />member from each of the Member's governing bodies. The City's Mayor currently <br />serves as Chair of the Commission, and the City's Treasurer serves as the Authority's <br />Controller. <br />Since 1987, the City's Finance Division has performed all of SVCW's accounting and <br />financial support functions including but not limited to payroll, accounts payable, general <br />ledger, and treasury management through a contract for services. SVCW's financial <br />record keeping was converted from a private vendor to the City's financial system, <br />which is supported by the City's Information Technology (IT) Division. In 1998, City IT <br />staff began supporting SVCW's desktop computers and network. <br />ANALYSIS <br />In July 2012, the City entered a two-year agreement with SVCW to provide financial <br />services and information technology services to SVCW. The contract for services has <br />since been renewed annually thereafter. <br />Approval of this recommended amendment will extend the services the City provides to <br />SVCW for an additional one-year period through June 30, 2018. In addition to extending <br />the period an additional year, fees were increased by the same rate of increase in the <br />
