REPORT To the Honorable Mayor and City Council From the City Manager July 24, 2017 SUBJECT Request by Jay Paul Company to Initiate a General Plan Amendment for the Harbor View Place Project RECOMMENDATION If the City Council wishes to initiate the General Plan Amendment, it should adopt a Resolution to Initiate Proceedings to Amend the Redwood City General Plan BACKGROUND In October 2010, the City Council adopted the Redwood City General Plan. The General Plan outlines allowed land uses for all privately owned parcels within the City of Redwood City. The City's Zoning Ordinance implements the General Plan with more specific land use regulations. If a property owner wishes to propose a development that is inconsistent with the General Plan, the property owner must request that the Planning Commission or City Council initiate a General Plan amendment. On July 11, 2014, an application was received from Jay Paul Company (Applicant) for the Harbor View Place (office) development. Two months prior to receiving this application, the City initiated preparation of a specific plan for the area (Inner Harbor Specific Plan, IHSP). Given there are only two privately held land-based development sites in the Inner Harbor Specific Plan area and the subject site constituted a majority of that land area, City staff decided to analyze the project in conjunction with the IHSP. In October 2015, a Draft Environmental Impact Report (Draft EIR) was released for public review and comment to evaluate the environmental impacts of the Draft IHSP (also released in October 2015). The developer's proposal exceeded the proposed development standards in the IHSP. In addition, the proposal exceeded the floor area maximum of all development categories allowed within the General Plan. In order to fully analyze the potential impact of the larger project, the Draft EIR included an analysis of the proposed Harbor View Place project as an alternative to the preferred plan. The City Council, at its May 9, 2016 Study Session, requested that the Planning Commission further study the proposed IHSP Vision Statement and Guiding Principles, as well as other related land use issues and topics. The Council also acknowledged that development projects within the IHSP area could submit development applications and be considered apart from the IHSP preparation process.
