The Planning Commission, at its August 30, 2016 meeting, reviewed the IHSP Vision <br />Statement and Guiding Principles and continued the review for further discussion. <br />Several Commissioners indicated their preference to consider the Harbor View Place <br />project separate from the IHSP process. <br />The Jay Paul Company amended its application on September 29, 2016, requesting the <br />Planning Commission initiate the General Plan Amendment process separate from the <br />IHSP process. This application contained slightly less square footage, and slightly larger <br />land area footprint, than the previous proposal. In addition, the applicant proposed a <br />project within an existing General Plan land -use category, Commercial Office — <br />Professional/Technology. However, this application was still inconsistent with the land - <br />use standards and floor area limitations of the existing General Plan land use type, <br />which is why a General Plan Amendment is required. <br />At its November 15, 2016, meeting the Planning Commission heard the item and <br />declined to initiate the General Plan Amendment process. Meeting minutes from the <br />November 15, 2016 meeting are provided in Attachment 3. <br />Since that time, the Jay Paul Company has again requested that the City initiate <br />General Plan Amendment related to their proposed development. The proposed <br />General Plan Initiation request is the same request made to the Planning Commission. <br />This request (described below) includes the properties located at 320, 330, 340 and 350 <br />Blomquist, 19 Seaport Boulevard, and 15 and 30 Stein Am Court. The site was <br />previously occupied by Malibu Golf and Grand Prix, a building and lumber supply <br />company, a gas station, Lyngso garden materials, and light industrial uses. The total <br />land area is approximately 27 acres, and has General Plan land use designations of <br />Industrial -Light (LI) and Industrial- Port Related (IP). The properties are zoned Industrial <br />Restricted (IR) and General Industrial (GI). Land Use and Zone Maps are provided in <br />Attachment 2. <br />Status of Inner Harbor Specific Plan <br />As of late 2016, the City has not scheduled any further work on the preparation of the <br />IHSP. It should be noted that the only other private property in the Inner Harbor Plan <br />area has also decided to proceed separately from the IHSP (Strada Development, 131 <br />residential units; project information available here). However, the Strada development <br />appears to be consistent with the existing General Plan, and therefore does not need to <br />request a General Plan Amendment. Given that both land-based property owners are <br />seeking consideration of their development proposals, rather than wait for the <br />completion of the IHSP, the City decided to suspend work on the IHSP indefinitely. <br />However, the information contained within the Draft IHSP and EIR will be used in <br />several other areas moving forward such as infrastructure planning, parks and open <br />space planning, development of impact fees and potential community benefits and <br />future environmental impact analyses. <br />
