Linkage witb Professional Connïct Resolution Resources Outside of County:
In some instances, PCRC will offer assistance in retaining a professional mediator(s) to assist
individlJals or groups to resolve complex disputes. Commtmity mediators are best utilized in
situations in which resolutions can be developed in a relatively shŒt period of time. When there
are multiple parties, complex issues Œ the need for specialized knowledge, professional mediatŒs
are needed. PCRC develops and maintains strong relationships with local professionals who offer
the services best-suited for some situations. On occasion, both volunteer and professional
mediation may be needed in the same situation.
Connïct Resolution System Design: PCRC can assist organizations in building internal
conflict resolution capacity, i. e. the development of policies and procedures fΠinterest-based
dispute prevention and œrIy resolution. This service is tailored to the unique needs of the
individual group, but is based on recognized and proven design principles.
II. What the City of REDWOOD CITY will provide:
A. Funding in the amount of $22,386 fΠFiscal Year 1995-96. This fee is full
payment for the services defined above. Payments will be paid in two equal
installments, tbe first at tbe time tbis agreement is ratified and tbe
second OD or before February 15, 1997.
B. Support for the JI'08I'8II1 from city officers and staff. demonstrated through public
statements. publicity, and referrals through city departments to the mediation
program.
C. Free use of city-controlled public meeting space, as needed and as available, for
ttaining sessions. meetings and mediations. This use will be subject to the existing
rules and reguJarions which govern the use of these spaces.
III. Agreement by both parties, in concept:
Both PCRC and the City recognize that this is not a one year program. If the Commtmity
Mediation Program meets the terms of this agreement to the City's satisfaction, and in the
absence of unexpected fmancial constraints, it is expected that the City will cœsider funding the
Commtmity Mediation Program, on an annual basis. as negotiated between the two parties.
6
~
