<br />Appointments shall be made by the City Council. Five (5) <br />members of the Board shall be residents of the incorporated or <br />unincorporated Target Area. One member shall be a <br />representative of an organization utilizing the Center. One member <br />shall be a representative of the entire community." <br />2. Effective Date. The effective date of this Second Amendment to <br />Agreement shall be the date upon which the last of the parties hereto executes <br />said Second Amendment to Agreement. <br />3. Effect.
