<br /> .. <br /> EXHIBIT B <br /> REDWOOD CITY MAIN LmRARY PROJECT READ <br /> FAMILIES IN PARTNERSHIP PROGRAM (FIPP) <br /> CONTRACT OBJECTIVES <br /> FISCAL YEAR 1995/96 <br />The goal of FIPP is simple: to reduce the Righ school dropout rate. At Project READ we believe <br />that, given the right environment, all children want to learn regardless of their prior academic <br />performance. In the FIPP program, at-risk children rediscover the excitement of learning. This <br />excitement is transferred into the classroom. <br />For FY 1995196, a total of 110 at-risk children in the first through eighth grade will be tutored <br />by 60 volunteer tutors. Fifteen of these 110 children will be CDBG eligible. <br />To be eligible, both at-risk students AND volunteer tutors must be willing to meet twice weekly <br />for a minimum of six months. Prior to being matched with a student, volunteers complete a 15- <br />hour tutor-training workshop. <br />Children who enter the FIPP program read five, six, even seven grades below their peers. To <br />these at-risk students, reading is a frustrating, humiliating process. Traditional dropout-prevention <br />programs tend to assist at-risk students by helping them with their homework or use school texts <br />to teach basic reading and writing skills. FIPP takes a very different approach. <br />FIPP is based on the simple premise that children who use fun and challenging materials that <br />interest them will want to read more often. As a result, FIPP does not use a predetermined <br />curriculum nor does it rely on school texts. Instead, FIPP tutors select reading material based on <br />their student's interests and reading level. <br />FIPP is based on a common sense approach. And it works! Over 90% of the children continue <br />tutoring in the program past the six month period.
