Approve warrants nos. 22235 through 22368 APPROVED 5. PERS Health Benefits Plan (Removed from the Consent Calendar to be considered at this time.) Report: Director of Human Resources, 9/15/89 Director of Human Resources Irizarry referred to report; advised Council of ABAG termination of benefits and indemnity plan option for those employees currently under ABAG; $91,285 assessment by ABAG as Redwood City portion of trust payoff; PERS requirements including necessity of transmitting documents to Sacramento by tenth of month to obtain coverage for following month and the time extension wrung from PERS if we could deliver the documents by September 19, 1989; once the City commits to PERS it cannot resign from PERS plan until end of fiscal year; and as of the start of the meeting tonight signed side letters to the memoranda of understanding accepting the seven conditions of membership in PERS requested by the City Council had not been received. The following people addressed the Council on this issue: Gordon Mann, President of Redwood City Management Employees Association and Health Care Committee, advised Council that administrative costs could be paid out of the difference between the $280 cap and the actual dollars used by single subscribers thereby leaving the $280 cap intact. Subtracting administrative costs from the cap reduces the available health dollars to an unacceptable level. RCMEA stands ready to sign side letters if administrative costs could be paid out of savings rather than averaged and deducted from $280 cap of each subscriber.
