<br />Mayor Greenalch reminded everyone that the public hearing was continued
<br />open from October 9, 1989 to this time and invited anyone who wished to
<br />speak to this issue to please do so at this time.
<br />Kristen Anderson, 425 Lincoln Avenue Redwood City, member of the Citizens
<br />Advisory Committee on the General Plan requested Council to include child
<br />care.
<br />Donald H. Frohlich, 491 Topaz, Redwood City commended the Citizens Advisory
<br />Committee, Planning Commission and staff for their efforts and results and
<br />offered constructive criticism on proposed street modifications, physical
<br />condition of certain streets, traffic circulation, pedestrian areas, under-
<br />ground utilities, long range planning for city government facilities,
<br />improvement of the Alameda de las Pulgas and annexation strategies.
<br />Nita Spangler, 970 Edgewood Road, Redwood City requested Council to add
<br />child care, specific plans for downtown and the police station, plan for
<br />Emerald Lake Hills consistent with the County, plans for San Carlos Airport
<br />and area impact, economic consequences of area designated Open Space,
<br />long -range plans for water supply, concern for heritage trees, approval of
<br />2nd units, seismic updates and more specificity of geographical names.
<br />Manuel Sotomayor, 12 Riviera Circle, Redwood City expressed hope that
<br />decision - making will be guided by General Plan and concern that long -range
<br />plans for government facilities were absent, problems of flooding not
<br />addressed, land use policies and impact on Redwood Shores, and need for
<br />annual review of the General Plan.
<br />City Manager Smith explained the purpose of the General Plan is to
<br />establish policies; and strategies to achieve those policies will be
<br />decided upon by Council through CIP approvals, the budget process and
<br />future Council decisions.
<br />Don Warren, Redwood Shores, Inc., 3 Twin Dolphin Drive, Redwood City,
<br />complimented the Citizens Advisory Committee and City staff and requested
<br />that the public hearing be kept open to allow for written comments and
<br />staff response.
<br />Michael Gibson, Redwood Shores, Inc., 3 Twin Dolphin Drive, Redwood City,
<br />referred to letter from ALUC in report from Planning Director, October 26,
<br />1989 and his Exhibit 3, letter commenting on the San Carlos Airport and
<br />noise and safety impacts on surrounding areas, language used to describe
<br />assurances of safety, specific details of permissible development,
<br />residential development exempted from in -lieu fees, and General Plan as
<br />linkage between ALUC and the City.
