The final published document will take time, and will be brought back <br />to Council for amendments. <br />Mayor Greenalch reminded everyone the Public Hearing was continued open from <br />October 30, 1989 and invited public testimony. <br />The following people addressed the City Council: <br />Donald H. Frohlich, 491 Topaz Street, Redwood City expressed concern that <br />municipal facilities plans, redevelopment plans, and Community Improvement <br />Projects were not in the General Plan. Staff described General Plan as <br />policy- setting instrument establishing goals, whereas the Strategic Plan <br />would contain specific actions to achieve these goals. Mr. Frohlich was <br />given copy of Memorandum, General Plan Public Hearing Comments, November 17, <br />1989 and invited to address the Council again after he had time to read the <br />memo and if there were additional comments he wanted to make. <br />Shirley Miller, representing the League of Women Voters of South San Mateo <br />County, 555 Ravenswood Avenue, Menlo Park, requested Council to build <br />affordable housing throughout the City rather than concentrating 600 units <br />only in the redevelopment area, and submitted EX -1, November 30, 1989 letter <br />to the Council. <br />Marie Rickes, 3015 E. Bayshore, Harbor Village Mobile Homeowners Association, <br />Redwood City, requested Council to provide more mobile home parks; described <br />how HR1158 has worked against older residents; and described how other cities <br />have provided new mobile home parks as affordable housing. <br />Michael Gibson, Redwood Shores, Inc., 3 Twin Dolphin Drive, Redwood City, <br />described inconsistency of published flight patterns from San Carlos airport <br />over Belmont Slough and actual flights over Redwood Shores; and, requested <br />assurance that General Plan would not change current designation of height <br />limits in Shores Center and suggested assurance by either inclusion in <br />General Plan or by resolution as suggested in December 4, 1989 letter <br />submitted as EX -2. Planning Director Patterson explained procedural question <br />and suggested height designation to be included in zoning ordinance that <br />would be amended after General Plan adoption. <br />Robert C. Douglass, Leslie Salt, 7200 Central Avenue, Newark, reiterated <br />Leslie Salt position of concurrence with General Plan designation of Urban <br />Reserve for their property fronting Seaport Boulevard near Bayshore Freeway <br />and desire for compatibility of future uses in the area. <br />Bruce Albin, 569 Compass Circle, Redwood City requested Council to reconsider <br />site specific parts of the General Plan, specifically the Westport area in <br />Redwood Shores. <br />Manuel Sotomayor, 12 Riviera Circle, Redwood City, requested Council to have <br />staff do more research on affordable housing and seek a dynamic approach to <br />this challenging problem; and to do what is necessary to expedite the <br />decision making process regarding the Westport area. <br />MINUTE BOOK NO. 49 Reg.
