Jim Anderson, 14 Spinnaker, Redwood City referred to letter from Joanne <br />Guyett, Committee for Reduction to Airport Noise, Redwood Shores Homeowners <br />Association received by Council, and asked that General Plan include noise <br />standards and a monitoring system- of,.San Carlos Airport noise. Council <br />advised noise regulations are in place and County has jurisdiction; the ALUC <br />protects the airport and as a County agency has dictated to the City of <br />Redwood City what will be in the Redwood City General Plan regarding the San <br />Carlos Airport. Councilman Murray, Redwood City representative to the ALUC, <br />protested vigorously to ALUC input into General Plan but did not receive <br />enough support from other cities to prevent this action. <br />Council requested staff to comment on Joanne Guyett's letter requesting <br />standards and a monitoring system of San Carlos Airport noise. <br />MEMO 12/5/89 <br />Mayor Greenalch asked if anyone else wished to speak regarding the General <br />Plan. No one else wished to speak. <br />M /S: Bury /Murray to close the public hearing. <br />Carried by unanimous voice vote and public hearing was closed at 8:45 p.m. <br />In response to questions from Council, Planning Director Patterson explained <br />the advantages of adopting the General Plan and amending the Housing Element <br />at a later date: Council needs to establish housing policies and goals <br />before staff can set specific actions to achieve Council goals, within state <br />guidelines; and the General Plan can be amended up to four times a year to <br />allow for changing goals of future Councils. <br />Nita Spangler, 970 Edgewood Road, Redwood City raised a point of order. <br />Council was advised by Jim Hildebrand, representing City Attorney Schricker, <br />that the Council could consider a point of order if it desired to do so. <br />Mayor Greenalch recognized Nita Spangler who reminded everyone of the <br />importance of a General Plan and asked that every Councilmember who was <br />absent from any public hearing or meeting on the General Plan be <br />rehabilitated (made aware of all information missed through reading reports, <br />Council Minutes and listening to Council tapes) before voting on the General <br />Plan. Redevelopment Agency Counsel Hildebrand advised Council that the point <br />of order will be fully addressed at the time of adoption and there is no <br />legal question at this time that would preclude the proposed actions of this <br />Council tonight. Council assured Mrs. Spangler that all Councilmembers would <br />be completely versed in all aspects of the General Plan before voting on its <br />adoption. <br />In response to questions from Council, Planning Director Joel Patterson <br />advised Council that Westport will be shown as Intermediate Commercial in the <br />proposed General Plan presented to Council for adoption on January 22, 1989 <br />M /S: Claire /Buchan to direct staff when they bring the draft General Plan <br />before the Council for adoption that it include the present draft of the <br />Housing Element amended to respond to all of the comments received up to this <br />point in time, and after Council has had another opportunity to hear and to <br />amend the General Plan, staff will be directed to incorporate the Council's <br />Reg.
