M /S: LaBerge /Stangel to set date for public hearing to consider approval of <br />General Improvement District 1 -64 Capital Budget and Increase in Facilities <br />Fees for 1990 for January 8, 1990 <br />Carried by unanimous voice vote. <br />5. City Facilities Needs And Growth Impact Fees. <br />Report: City Manager, 11/30/89 <br />MINUTE ORDER NO. 89 -158 <br />City Manager Smith presented the staff report and suggested that input from <br />affected constituencies be sought before Council discussions begin in January <br />or February. <br />Council discussed importance of obtaining input from the business and <br />development communities; holding public hearings; and reservations about <br />imposing more fees as a means of funding city facilities. <br />Nita Spangeler, 970 Edgewood Road, Redwood City objected to the suggested <br />procedure of singling out the Chamber and development community for comment <br />and requested Council to go forward with public hearings and invite everyone <br />to attend without going first to special interest groups. <br />Mayor Greenalch explained the Chamber and development community were vital <br />parts of Redwood City and the impact of facilities and growth impact <br />fees on the business and development communities should be acknowledged . <br />Mayor Greenalch advised that information gathering was necessary before the <br />Council could begin their discussions and ultimately make an informed <br />decision. <br />CONSENSUS: Mayor Greenalch declared it to be the consensus of the Council to <br />direct staff to seek comment from the business and development community and <br />submit a report and recommendations to the City Council in January. <br />MEMO 12/12/89 <br />--------------------------------------------------------------------------- - - - - -- <br />CONSENT CALENDAR <br />M /S: Bury /Buchan to waive reading of the Consent Calendar, except the <br />ordinances, to adopt the ordinances and resolutions and approve other items. <br />Approved by unanimous roll call vote. <br />6.
