Middlefield Road, 932 Middlefield Road, 1833 Broadway and the proposed site
on Maple Street which is owned by the City. The Maple Street site, also
called the Marina site, is the optimum location due to the following factors:
no land acquisition costs or delays, no relocation costs, no need for an
expensive parking structure, and fewer contingency costs.
In response to Council questions and comments Community Development Director
Pawloski discussed: the advantages and disadvantages of the Marina location;
the project's seven phases and technical aspects of the cost and time for
construction documents; loss of tax increment for Maple Street property; the
part economics played in choosing Maple Street site; and effects of delay in
a decision to go forward.
Councilman Stanqel suggested a police facility might not be the most suitable
use of property in a revitalized downtown area, and the Marina site makes
sense.
Vice Mayor LaBerge addressed those citizens who had concerns about the
location, advising most people do not plan to come downtown shopping or go
to a restaurant and then think as long as they are here they might as well
drop by the police station. Preserving the present site is not as important
as providing a police facility of sufficient size and equipment to adequately
protect Redwood City.
Councilman Claire advised he had originally objected to the E. Bayshore site
because he felt the police facility fit into the civic center project; but
the civic center is not being built, and Redwood City needs a new police
facility now.
City Manager Smith described police facility funds would be derived from
utilities users fees and $3.5 million originally earmarked for new city hall.
For the Record: On December 5, 1989 the Planning Commission voted to certify
the Final Environmental Impact Report with the recommendations that
alternative sites be evaluated, specifically in the downtown and that the
bicycle bridge be incorporated into, or at least be aligned with, the new
Blomquist Street bridge.
a.
