<br />Exhibit A (cont.) <br />final say on Contractor issues not related to state regulations. There should .be free <br />communication between HSA and Contractor staff <br />Conflict Resolution Contractor and HSA will develop a protocol for conflict resolution. A <br />joint team made up of Core Agency and HSA members will identify areas of potential <br />disagreement and develop ways to resolve. <br />HSA will out-post two Screening and Assessment Specialists (SAS) at Contractor's \ <br />office. HSA staff out-posted at Contractor's office will be supervised by HSA. Decision <br />moments will arise in the course of the working relationship ofHSA staff at Contractor's <br />office. Where it is a decision involving HSA staff and a client alone, the HSA staff person <br />makes the decision, in consultation if necessary with their HSA supervisor. Where HSA <br />and Core are jointly working with a client and it is an issue involving interpretation of <br />regulations, then HSA staff will make the decision in consultation if necessary with their <br />HSA supervisor or specialist. If the issue where jointly working does not involve a <br />regulation, then the Core Supervisor may make the decision in the moment. <br />B. Intake <br />When a client comes into Contractor's office, they will be given the three page Screening <br />and Assessment Tool (C-2S0). After addressing any emergency needs, if Contractor <br />identifies a client as being eligible for T ANF or other HSA services, that client will be <br />referred to HSA staff for further assistance, including use of the Broad Based Evaluation <br />form. If further Core services are needed, HSA staff will refer the client back to <br />Contractor. If the client does not appear eligible for HSA services, then the client remains <br />with Contractor for services. <br />C. Training <br />All training on the SUCCESS system will be available to Contractor staff The grant from <br />the David and Lucille Packard Foundation will provide training in change management <br />for Contractor and Board members and will allow the HSA to share its training with <br />Contractor. <br />D. Family Self-Sufficiency Teams (FSST) <br />Contractor will be a participant in developing the FSST. That participation will include <br />determining: criteria and process to determine who the primary case manager will be; <br />protocol for FSST operation; confidentiality issues; and status of Core Agency members <br />in relation to the HSA on the FSST. Contractor staff may be primary case managers for <br />FSST's, where they have the requisite training and experience.
