<br />ETo Limited V/ ater Allocation Program <br />Objective... to create a fairer "Goal" oriented allocation program based on census-type <br />information instead of the current "percent cut-back" type. Data concerning sanitation <br />charges will be stored and charges calculated by the program. <br />Points of Reference: <br />1) The program shall be called the "\Nater Allocation Program" or \VAP. <br /> \V AP is a standalone application which \vill store customer data and <br /> calculate water allocations for uploading to the City's billing computer. <br />2) \V AP will operate under the \Vindows environment. <br />3) Staff will use W AP at the General Services Department offices. <br />4) Connection with the City's billing computer will be by modem or net\vork <br /> link. User (staff) will initiate customer database updates on a weekly basis. <br />5) Customer information held in common by \\7AP with the main database <br /> shall only be modified on the billing computer. <br />6) Information used to calculate allocations shall reside only on the \\7 AP <br /> computer(s). <br />7) Customer information screens in \YAP shall provide all information <br /> necessary to f acili tate interaction with customers (e. g., contact telephone <br /> numbers, service and billing address, meter number, account number, <br /> prior consumption history, \'vater allocations and sewer charges, etc.) <br />8) Customer addresses will be supplied by the City in electronic form. <br />9) Customer surveys (a 3X5 or 4X6 "postcard" type of response form) \vill be <br /> prepared and distributed to all customers. <br />10) Data entry to be performed by non-Staff personnel. <br />11) Initial allocation mail-backs \vill notify the customer and allow he/she to <br /> verify the data. <br />12) Database maintenance will be by City staff after initial set-up. Call backs to <br /> customers due to incorrect information (verification of out of bounds <br /> customer response) to be by City staff \VAP print-outs. <br />13) Allocations (amount of water per billing period) \vill be uploaded to the <br /> mainframe as required to print bills. <br />14) Sewer charges will be calculated with \\lAP based on customer winter <br /> consumption within defined limits. <br />Redwood City - 2 - General Services Department <br /> '-''''''~''''''''-''-'''''-''--'"_. <br />
