EXHIBIT "A" <br />SCOPE OF SERVICES <br />Consultant will assist the City in applying to obtain an estimated $4 million in the form of <br />Green Project Reserve (GPR) grant funding for each of the two projects: Water Meter <br />Upgrade & Water Recycling Expansion Project. Consultant will get the projects on the <br />CA Water Resources Board's Project Priority list, prepare the grant applications and <br />attachments, and coordinate with CA Water Resources Board's Division of Financial <br />Assistance staff to secure the GPR grants and implement the funding agreements. <br />In order to secure the GPR grant funding agreements, Consultant will complete the <br />following tasks: <br />1. Preparation of the General Application Package, including preparation of various <br />attachments for development trends, City's CIP program, Parks and recreational <br />information, incorporation of wastewater and storm water management plans, <br />and Low Impact Development criteria. <br />2. Preparation of the Environmental Application Package including uploading, <br />review, and response to questions based on the following documents: Draft EIR, <br />Appendices to the EIR, Cultural Resources and Biological Resources reports, <br />Wetland Delineation Report, Final Addendum (if any), Addendum circulated <br />through the State Clearinghouse for a minimum of 15 days, comments and <br />responses, MMRP, resolutions for circulated Addendum (adopted at a public <br />meeting), NOD filed with the State Clearinghouse and a date stamped copy from <br />the County Clerk, Air Quality table in the Environmental Package (including <br />construction and operation emissions), data and calculation reports for Air <br />Quality, copy of Coastal Permit, copies of 404/401 Permits, copy of Streambed <br />Alteration Permit, and an environmental alternative analysis in either the project <br />CEQA documents or the Technical Report submitted as part of the technical <br />package. Environmental alternative analysis shall include the following: <br />• A range of feasible alternatives, including a "no project/no action" <br />alternative that meets the applicant's project needs and objectives <br />• Comparative analysis among the alternatives that includes discussions <br />of beneficial and adverse environmental impacts on the existing <br />environment, future environment, and individual sensitive <br />environmental issues identified through project management or public <br />participation <br />• Analysis of direct, indirect, and cumulative impacts on sensitive <br />environmental resources, if applicable <br />• Potential reasonable foreseeable future environmental impacts, if <br />applicable <br />• Appropriate mitigation measures not already included in the proposed <br />action or alternatives, if appropriate, to mitigate adverse impacts <br />REV: 07-25-17 MI Page 9 of 13 <br />ATTY/AGR.2017.169 /Engineering Solutions Services <br />
