REV: 06-09-22 JB <br />d) Evaluate Mode Shift Due to Active Transportation Features <br />1) To the extent possible, mode shift due to Project active transportation <br />features will be estimated to determine changes in relevant metrics, such <br />as delay, VMT, VHT, GHG emissions and safety. <br />2) Develop Active Transportation Mode Shift Summary Report/Narrative. <br />Assumptions/exclusions: <br />New travel demand model runs are not included. <br />Deliverables will include: <br />Traffic Modeling Summary Report, which will include the analysis results from <br />Subtasks a) and b) including VMT, VHT, GHG changes for passenger cars and <br />trucks. <br />Safety Analysis Summary Report, which will include the analysis results from <br />Subtask c) including the reduction of crashes including ped/bike related crashes. <br />Active Transportation Mode Shift Summary Report, which will include the <br />quantifiable benefits associated with changes to mode shift to active <br />transportation. <br />Task 2: Federal Multimodal Project Discretionary Grant (MPDG) Application – Consultant <br />will prepare the MPDG Application in coordination with the City and other involved <br />consultants. This includes the following subtasks. <br />a) Prepare the narrative for the application. This will include the following. <br />Graphical Covers <br />Submittal Letter <br />Cover Page <br />Project Description <br />Project Location <br />Project Parties <br />Grant Funds, Sources and Uses of Funds <br />Merit Criteria <br />Project Readiness <br />b) Prepare Technical/Policy Memos - The purpose of the memos will be to identify and <br />assess the expected benefit of the project compared to the future No Build conditions. <br />All work will conform with relevant U.S. Department of Transportation (USDOT) <br />methodologies and data as stated in its Benefit-Cost Analysis Guidance for <br />Discretionary Grant Programs (March 2022) and the specific grant program notice. <br />The analysis will focus on the merit criteria and scoring rubric (so that they can also <br />be used as attachments to the application). The following topics will be addressed. <br />1) Equity Priority Communities – This will identify and characterize the equity <br />priority communities and populations expected to directly benefit from the <br />project.
