REV: 02-15-23 JB <br />Task 2: Supplemental PS&E Activities– Consultant will provide supplemental PS&E <br />activities including reviews of Project conformance and coordination as regards City, <br />Caltrans and third-party projects that may impact Project features, and supplemental work <br />and coordination relating to, for example, Project phasing, engineering refinements, cost <br />estimates, data collection, and exhibits. Consultant shall complete this work upon written <br />request of the City Engineer <br />Task 3: R/W Support Activities – Consultant will obtain and review updated title reports <br />for all parent parcels in the R/W acquisition scope, to identify any pertinent changes <br />relative to Base Mapping and Appraisal Mapping, prepare one cycle of Base Mapping <br />and Appraisal Mapping revisions and reviews, and prepare legal descriptions and plats <br />for the noted parcels. <br />Consultant’s preliminary review of readily available records found one major parcel <br />change, two potential major parcel changes, and three ownership changes, which are <br />summarized below. <br />The major parcel change refers to property owned by SI XX, LLC (Broadway Plaza <br />- Bay Block), which filed its parcel map that adjusted the boundaries of all parcels <br />defined on approved Base Mapping and Appraisal Mapping. This change will <br />require additional field work and significant updates to Base Mapping, Appraisal <br />Mapping, and respective legal descriptions. <br />The two potential major parcel changes refer to the Broadway Plaza – Broadway <br />Block development and the Harbor View Place development. The parcel maps of <br />these developments are expected to be filed in the near future, impacting the <br />boundaries defined on approved Base Mapping and Appraisal Mapping. These <br />changes will require additional field work and a significant update to Base Mapping, <br />Appraisal Mapping, and respective legal descriptions. <br />The three ownership changes will require similar rework on all products but to a <br />much lesser extent. <br />Consultant’s review of updated title reports will confirm the above preliminary findings and <br />define all parcel changes which require updating in Base Mapping and Appraisal <br />Mapping. <br />The primary survey deliverables for this task are as follows. <br />Updated Base Mapping (initial submittal and one resubmittal to Caltrans) <br />Updated Appraisal Mapping (initial submittal and one resubmittal to Caltrans) <br />Seventy-eight (78) legal descriptions for the Acquisition parcels (no plats) <br />Two (2) plat and legal description packages for the relinquishment (Caltrans to <br />City) parcels <br />Seven (7) plats for the Section 83 (City to Caltrans) parcels <br />Supplemental R/W Support Work - Consultant will provide additional supplemental <br />work and coordination, upon written request of the City Engineer, relating to utility <br />features and relocation requirements, R/W needs and mapping, at-grade UPRR <br />ATTY/AGR.2023/Amend.
