Mayor Ira and Vice Mayor Pierce congratulated the P.A.C.T. graduates and
distributed certificates of completion to all those present.
6. ORAL COMMUNICATIONS AND CONSENT CALENDAR
Rudy Luca thanked Council, staff and the community for their thoughts and cards
sent to him regarding his illness. He congratulated the group's success in
defeating Measure Q and expressed the hope that if the project does come back
for consideration that it be a different proposal. He also questioned the affordable
housing price of over $500,000.00 per unit in the subject proposed project. He
asked exactly what work would be done at the Community Activities Building for
the bid price.
Mike Spence thanked Mayor Ira for his congratulatory call and his invitation to sit
down and provide input on the future development of the bay front. He requested
that a member of the No on Q committee be included if a task force is created for
planning on the bay front. He further stated that the committee looks forward to
being included in the process during the next few months while the City
addresses the future housing needs throughout Redwood City. He reiterated his
statement in June when citing newspaper articles written about other Peninsula
cities that were described as being "on track" because they were building non
vehicle oriented housing near CalTrain. At that time, he asked that Council make
the Downtown Area Plan a priority, to respect the General Plan and Housing
Element guidelines and not change the bay front zoning to allow the Marina
Shores project to go forward. He urged all residents to support future plans for
smart downtown infill of mixed housing and retail to place smart housing units
within reasonable walking distances from transportation, jobs, restaurants and
theatre.
Joe Bozzuto, representing Redwood City National Little League, stated that in
preparing for the 2005 baseball season he was present to apprise the Council of
some ill issues. He stated that the age group of 13-18 years of age plays on the
larger fields such as the Sequoia High School baseball diamonds. Last year the
League applied for the annua! use permit and received a bill for $25,000.00, and
he stated that after using the field for the past 20-30 years without paying any
fee, the League was shocked. After discussion and negotiation, that fee was
rescinded. This year, after discussion with various parties, the League has been
informed that a charge of $30.16 per hour will be accessed with an estimated
total cost of $21,142.00 for the season. He requested a review of the issue by
City Council with the hope that resolution can be achieved.
Council Member Hartnett - stated he had been in touch with the President of the
School Board and had prior communications with the Superintendent, but that
the issue requires full attention by the High School Board that has not yet been
achieved. He expressed a legal issue with respect to the tax collected of
CITY COUNCIL AND REDEVELOPMENT AGENCY NOVEMBER 8, 2004
JOINT MEETING MINUTES PAGE 2
