Council Member Hartnett stated that this is an item that had previously been
approved by City Council in conjunction with the Elementary School District in
which there was a shortage of funds to complete the repairs and construction on
Avenue del Ora adjacent to John Gill School subject to the agreement by the
City and School District. The work was completed but there was a request for
reimbursement of $20,000.00 by the School District. He stated that his
preference in such matters is that approvals come before the Council prior to
completion of the project.
Recommendation:
HartneWFoust to approve the reimbursement of the Redwood City Elementary
School District in the amount of $20,000.00 for site repairs constructed on
Avenue del Ora adjacent to John Gill School. The motion passed by a
unanimous voice vote by those present. MINUTE ORDER 04-206
7. STAFF REPORTS
A. "Best Estimate" of Redwood City water purchases in 2030 from the San
Francisco Hetch Hetchy Regional Water System for planning purposes
Public Works Services Director Ingram explained the topic, highlighted process
steps; the methodology used to achieve the numbers and addressed questions.
Steve Drotos stated that one of the issues around Measure Q was the future
use, past use and past overuse of Hetch Hetchy water and how reliable the
system would be for us in terms of future drought. He stated that one of the
questions asked by Council was avoided and that was what our future population
projection is. He further stated that the question was not answered with an actual
number and he would like to see a growth pattern and population projection.
Recommendation:
MIS Foust/Howard to:
1. Find that - for San Francisco's planning pl:Jrposes - a range of 11.6 to 12.6
million gallons per day (MGD), or 12,969 to 14,107 acre feet per year (AF/yr)
is a reasonable estimate of the amount of water that will come from the San
Francisco Hetch Hetchy_ Regional Water System to meet Redwood City's
projected needs in 2030;
2. Find that this "Best Estimate" is consistent with the 2003 Redwood City Urban
Water Management Plan (UWMP) insofar as the current UWMP spans from
2002 to 2020;
3. Find that the "Best Estimate" reasonably reflects City Council policy direction
to date concerning local water supply and conservation; and
4. Authorize the City Manager to sign and submit the SFPUC Capital
Improvement Program - Best Estimate submittal form
CITY COUNCIL AND REDEVELOPMENT AGENCY NOVEMBER 8, 2004
JOINT MEETING MINUTES PAGE 5
,--,"
