First Amendment to Construction and Reimbursement Agreement for Underground Public Parking Garage in the Downtown Area - City Council and Redevelopment Agency Community Development Director Patterson explained the amendment as an increase to funding and construction costs, as well as some soft costs for the parking structure. He stated that 13 months ago Council approved the agreement at an approximate amount of $16,730,000.00 for the hard construction of the parking structure. Since that time, there have been numerous delays due to weather, utilities, design changes and increases in construction costs, particularly, steel. Although steel costs have risen substantially, it is important to note that the parking structure has increased on the construction side, only $670,000.00, or 4% of the entire construction cost. He further explained all the other details that had not been completed at the time of the estimate and the $150,000.00 in additional soft costs plus a contingency amount that still brings the total to approximately $19,700,000.00 which is below the $20M limit set by the Council for the project. Recommendation: MIS Hartnett/Pierce to approve Amendment No. One to the Construction and Reimbursement Agreement, in substantially the same form as attached, with On Broadway Redwood City, LLC, a Califomia limited liability company (assignee of BHV Innisfree Ventures I, LLC), developers of the Downtown Retail-Cinema project, for demolition of existing buildings and parking lots, coordination of utility relocations, and construction of a new underground public parking garage beneath the future retail-cinema project and authorize the City Manager and the Redevelopment Agency Executive Director to execute same.
