<br />B. Measure Q Update· City Attorney Stan Yamamoto <br />City Attorney Yamamoto stated that questions had arisen with respect to <br />Measure Q and the aftermath of the vote. He gave the background dating from <br />June 2004 when Council introduced an ordinance that rezoned the property in <br />the Bair Island area. The ordinance did not go into effect because in August 5, <br />the Council took action to place the ordinance on the November 2 ballot. Once <br />placed on the ballot, the ordinance remained suspended until the outcome was <br />known with respect to the General Municipal Election. Although the official count <br />is not known until the certified results are complete, the raw vote indicates that a <br />majority of the voters have not approved the adoption of the rezoning. After the <br />canvass of votes, should the results hold, under 9241 of the State Elections <br />Code, the ordinance remains in suspense for a period of one year. At this point <br />in time there is no action to be taken by the City Council with respect to rezoning <br />of that property. <br />Council comments included support of Mayor Ira's outreach to the "No on <br />Measure Q" Committee and the recommendation that there be a task force to <br />decide the best use of the site. The suggestion of a joint session with the <br />Planning Commission and Housing and Human Concerns Committee to discuss <br />housing in general was made. Where and what type of housing is needed, how <br />the Downtown Area Plan, the Marina plan and the General Plan fits in. Develop <br />some sort of guideline for proposals. The next study session in one of the <br />neighborhoods on the General Plan is scheduled for December 7 and the <br />community was encouraged to participate. This would be an opportunity to get in <br />front of the issues and open dialogue. <br />C. 2005 Boards, Committees, and Commissions Recruitment and Selection <br />Process <br />Vice Mayor Pierce stated that discussion with Mayor Ira and the City Clerk about <br />how to make the process a better one for both the applicants and Council <br />Members. In order to develop a timeline with the goal of appointments occurring <br />May through June, this prop-Qsal was offered for consideration. <br />Recommendation: <br />MIS Hartnett/Foust to approve a recruitment, interview and selection process for <br />the Spring 2005 appointments that includes the revisions to the application and <br />interview process listed in staff report and the following: <br />1. Staff to establish a January through June timeline for Spring recruitment with <br /> the goal of appointments to all seats prior to expiration of incumbents' terms <br /> of office.
