he be given the opportunity to show his knowledge, experience and desire to
represent the citizens of the city.
Mayor Ira stated that he would be assigning a Council subcommittee to explore
the process to fill the vacancy and any costs involved for all options. The
subcommittee would bring a report to Council for public discussion as soon as
possible to meet the 60 day deadline. Mayor Ira appointed Council Members
Bain, Foust and Howard to the subcommittee.
E. Council Member Hartnett - stated that as mentioned under Oral
Communications, the issue of field usage and field fees, specifically, as it relates
to the Sequoia High School, each field has its own set of bureaucrats who
administer the facilities and control them. The Superintendent and Board seem to
not playas big a role in that as exists in the Elementary School District which
treats its fields as community fields. The partnership with the Elementary School
District in scheduling fields outside the school hours has resulted in a positive
working relationship in a variety of ways, both field and non-field uses. The
relationship with the High School District has been in ways such as the City
providing space for programs and use of Red Morton and McGarvey field, but an
equal amount of partnership and cooperation has not been received from the
District. He stated that the level of one Council Member meeting with one Board
Member and our staff meeting with theirs has not been effective. He further
stated that he had spoken with Board Member Gibson and advised him that this
topic would be brought up by a member of the public and himself to formally
acknowledge that this is a matter of Council interest. He further requested that
either he or Mayor Ira be the formal communicant with the School District Board
and asked if the City Attorney could assist with the facilities fee tax that the High
School District imposes to make clear what the City's legal position is field usage.
He read a statement that described the fee approved by the people.
Mayor Ira stated that there must be more cooperation and that Council Member
Hartnett should be the representative in this endeavor.
F. Council Member Bain - reminded Council and staff of the topic of an
Emergency Preparedness P~an that he and Council Member Hartnett have been
working on with staff. That plan presentation is scheduled for November 22.
He also brought up the topic of well water and how that might benefit Redwood
City, asking for exploration of a backup water source should there be an
earthquake and to accommodate future growth.
9. ADJOURNMENT· 8:55 p.m.
M/S Foust/Hartnett to adjourn in memory of Marion Edith Smilovitz, who passed away
on October 28.
