AGREEMENT BY AND AMONG COUNTY OF SAN MATEO HUMAN SERVICES AGENCY, CITY OF REDWOOD CITY, REDWOOD CITY REDEVELOPMENT AGENCY, AND YOUTH AND FAMILY ASSISTANCE (YFA) IN COLLABORATION WITH OPPORTUNITIES INDUSTRIALIZATION CENTER WEST (OICW) FOR REDWOOD CITY RESTAURANT PROJECT THIS AGREEMENT, made and entered into this /3fh day of NC)je.~bt-y 19my and between the COUNTY OF SAN MATEO, a political subdivision of the State of California, hereinafter referred to as "County", the City of Redwood City, a municipal corporation of the State of California, Redwood City Redevelopment Agency (Redevelopment Agency), a redevelopment agency of the State of California, and Youth and Family Assistance (YF A) in collaboration with Opportunities Industrialization Center West (OICW), non-profit organizations respectively, hereinafter both collectively referred to as "Contractor". WITNESSETH WHEREAS, the Housing and Community Development Act of 1974, Public Law 93-383, enacted August 22, 1974, and the Housing and Community Development Act of 1977, Public Law 95-128, enacted October 12, 1977, both provide for the distribution of federal funds through the process of Community Development Block Grants to eligible public entities; and WHEREAS, pursuant to Section 570.201 of the Code of Federal Regulations for the Community Development Block Grant Program (CDBG) Program, grant assistance may be used to fund eligible activities to be carried out by private non-profit entities which are duly organized to undertake community development activities or public agencies; and WHEREAS, County, City, and Redevelopment Agency desires to facilitate job training and job development programs for eligible low income residents of County and City; and WHEREAS, job training and job development programs for low income residents are goals of Redwood City's Consolidated Plan; and WHEREAS, the following exhibits are attached hereto and incorporated by reference herein: Exhibit A: Program Services Exhibit B: Method and Rate of Payment Exhibit C: 504 Assurances Exhibit D: Monitoring Exhibit E: Program Specific Requirements C:\JDM\YFA-OICW.AGT Page 1 ver. 13Sep95 .- . - .- -. .- ,
