<br /> AGREEMENT BY AND AMONG <br /> COUNTY OF SAN MATEO HUMAN SERVICES AGENCY, <br /> CITY OF REDWOOD CITY, <br /> REDWOOD CITY REDEVELOPMENT AGENCY, <br /> AND <br /> YOUTH AND FAMILY ASSISTANCE (YFA) <br /> IN COLLABORATION WITH <br />OPPORTUNITIES INDUSTRIALIZATION CENTER WEST (OICW) <br /> FOR REDWOOD CITY RESTAURANT PROJECT <br />THIS AGREEMENT, made and entered into this /3fh day of NC)je.~bt-y 19my and <br />between the COUNTY OF SAN MATEO, a political subdivision of the State of California, <br />hereinafter referred to as "County", the City of Redwood City, a municipal corporation of the State <br />of California, Redwood City Redevelopment Agency (Redevelopment Agency), a redevelopment <br />agency of the State of California, and Youth and Family Assistance (YF A) in collaboration with <br />Opportunities Industrialization Center West (OICW), non-profit organizations respectively, <br />hereinafter both collectively referred to as "Contractor". <br /> WITNESSETH <br />WHEREAS, the Housing and Community Development Act of 1974, Public Law 93-383, <br />enacted August 22, 1974, and the Housing and Community Development Act of 1977, Public Law <br />95-128, enacted October 12, 1977, both provide for the distribution of federal funds through the <br />process of Community Development Block Grants to eligible public entities; and <br />WHEREAS, pursuant to Section 570.201 of the Code of Federal Regulations for the <br />Community Development Block Grant Program (CDBG) Program, grant assistance may be used to <br />fund eligible activities to be carried out by private non-profit entities which are duly organized to <br />undertake community development activities or public agencies; and <br />WHEREAS, County, City, and Redevelopment Agency desires to facilitate job training and <br />job development programs for eligible low income residents of County and City; and <br />WHEREAS, job training and job development programs for low income residents are goals <br />of Redwood City's Consolidated Plan; and <br />WHEREAS, the following exhibits are attached hereto and incorporated by reference herein: <br />Exhibit A: Program Services <br />Exhibit B: Method and Rate of Payment <br />Exhibit C: 504 Assurances <br />Exhibit D: Monitoring <br />Exhibit E: Program Specific Requirements <br />C:\JDM\YFA-OICW.AGT Page 1 <br />ver. 13Sep95 <br />.- . - .- -. .- <br /> , <br />
