REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />August 28, 2017 <br /> <br />SUBJECT <br />Amendment No. 1 to the Professional Services Agreement with Infrastructure <br />Engineering Corporation, Inc. for the California Potable Water Tank, Pump Station, and <br />Pipeline Project <br /> <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute Amendment No. 1 to the <br />Professional Services Agreement with Infrastructure Engineering Corporation, Inc. for <br />the final design and construction support of the California Potable Water Tank, Pump <br />Station, and Pipeline Project in the amount of $356,482 for a total amount of $741,821, <br />and to increase the contract amount up to an additional 10%, if necessary <br /> <br />BACKGROUND <br />On November 13, 2012, the City executed an agreement with Infrastructure Engineering <br />Corporation, Inc. (IEC) for the design of the California Potable Water Tank, Pump <br />Station, and Pipeline Project. <br /> <br />IEC prepared preliminary project plans and specifications, and provided technical <br />engineering analyses, detailed site assessments, and five alternative sites evaluations <br />in support of the preparation on the project Environmental Impact Report (EIR) which <br />was adopted by City Council on May 8, 2017. At that time, the City Council approved <br />the “Hillside Alternative” design for the project. <br />ANALYSIS <br />Staff is prepared to work with IEC and their sub-consultants to complete the project <br />design at the Hillside Alternative location rather than the original location (closer to <br />California Way). The revised scope of work for the alternative location will include <br />design restart; updates to plans and specifications to address changes in the project <br />design, engineering standards and new seismic and building codes; environmental <br />coordination, testing, and monitoring required by the EIR. <br /> <br />Staff have prepared a detailed amendment to the Design Professional Agreement <br />outlining preliminary work that can be applied to the new location; final design work; <br />additional geotechnical and slope stability analysis; retaining wall design reevaluation; <br />and new environmental testing and monitoring efforts. <br /> <br />6.1.F. - Page 1
