REPORT To the Honorable Mayor and City Council From the City Manager August 28, 2017 SUBJECT Amendment No. 1 to Street Cleaning Services RECOMMENDATION By motion, approve and authorize the City Manager to execute Amendment No. 1 for a one-year extension of the General Services Agreement with Contract Sweeping Services, Inc. for street cleaning services in an amount not to exceed $360,000, including continued City Manager authority to extend the agreement for up to four additional one-year terms, for a total not to exceed contract price of $1,814,702.72 BACKGROUND In 2015, PWS began looking to restructure the street cleaning program to achieve departmental cost savings and staff efficiencies. During this process, PWS solicited and received bids from street cleaning contractors to perform some, and potentially all, of the City’s street cleaning operations. The Public Works Services Department (PWS) received City Council approval on June 13, 2016 to award a one-year agreement to Contract Sweeping Services for street cleaning services, with the option to extend for five additional one-year terms, wherein the payment amount for any extension term may be increased up to five percent of the preceding term, for a total not to exceed contract of $1,814,702.72. When the contract was awarded in 2016, street cleaning operations were shared between PWS and Contract Sweeping Services and the original contract amount of $266,793 was based on this initial service level. However, in April 2017 PWS transferred all street cleaning operations to the contractor after determining that this would benefit PWS operations. Based on Contract Sweeping Services’ satisfactory performance, staff requests a one- year extension for fiscal year 2017-18, in an amount not to exceed $360,000. Staff is bringing this item before City Council because the new annual amount exceeds the previously approved five percent increase from the original contract award, although the $626,793 aggregate amount is within the approved five-year not to exceed contract total of $1,814,702.72. 6.1.G. - Page 1
