ANALYSIS <br />The increased annual cost can be attributed to the following: 1) a 3.17% increase in unit <br />pricing for the new term, to align with the Bay Area Consumer Price Index increase, and <br />2) Contract Sweeping Services providing more than double the level of service from the <br />previous term. Contract Sweeping Services will provide all residential and commercial <br />street cleaning operations this next term, compared to only half of the City’s residential <br />sweeping operations last year. <br />Street cleaning benefits the community and the environment by removing debris and <br />litter from the City’s roadways. Transferring the street cleaning program to a contractor <br />has allowed PWS to maintain consistent street cleaning service while also increasing <br />staff resources for other right-of-way operations, all without additional funding. Staff <br />requests City Council approval for a one-year extension in an amount not to exceed <br />$360,000, and continued City Manager authority to extend the agreement for four <br />additional one-year terms not to exceed $1,814,702.72. Staff also requests flexibility for <br />the annual total on any extension to adjust as needed to fit street cleaning needs, so <br />long as the total contract price does not exceed $1,814,702.72. <br /> <br />ALTERNATIVES <br />City Council may direct staff to revisit the amendment and attempt to renegotiate with <br />the contractor. However, PWS expanded the contractor’s role in the City’s street <br />cleaning operations and a reduction in the annual total is unlikely without a similar <br />reduction in service. <br /> <br />FISCAL IMPACT <br />Funds are available in the General Fund. <br /> <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under CEQA as defined in CEQA Guidelines, section <br />15378, because it has no potential for resulting in either a direct or foreseeable physical <br />change in the environment. <br /> <br /> <br />ROBIN KIM <br />MANAGEMENT ANALYST <br /> <br />6.1.G. - Page 2
