REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />August 28, 2017 <br /> <br />SUBJECT <br />General Services Agreement with Waterworks Industries, Inc. to Provide Redwood <br />Shores Lagoon Aquatic Plant Management <br /> <br />RECOMMENDATION <br />By motion: 1) approve and authorize the City Manager to execute a two-year General <br />Services Agreement with Waterworks Industries Inc. in an amount not to exceed <br />$388,700 for Redwood Shores Lagoon aquatic plant management, including City <br />Manager authority to extend the agreement by four additional one-year terms in an <br />amount not to exceed $194,350 per year, for a total not to exceed contract amount of <br />$1,166,100 <br /> <br />BACKGROUND <br />Public Works Services Department monitors and maintains water quality in Redwood <br />Shores Lagoon. The maintenance of the water quality includes removing aquatic plants <br />and controlling algae, as needed. To perform these tasks, the City must submit an <br />Aquatic Pesticide Application Plan (APAP) to the San Francisco Bay Regional Water <br />Quality Control Board (Water Board) and receive a Notice of Applicability (NOA) to <br />show that the plan is compliant with the National Pollutant Discharge Elimination <br />System (NPDES) permit. <br />On March 10, 2017, Public Works issued a request for proposals (RFP) for Redwood <br />Shores Lagoon Aquatic Plant Management Services. The City received three qualified <br />bids and interviewed the bidders due to the complexity of this maintenance service. <br />ANALYSIS <br />After review of the bids and an interview assessment, staff found that Waterworks <br />Industries Inc. was the lowest responsible bidder and had the best strategic <br />understanding and maintenance plan for the proposed service.
