Attached to
the staff report is a budget sheet showing the estimated costs of the proposed services.
Staff is confident in Waterworks’ ability to maintain the Redwood Shores Lagoon.
Waterworks Industries Inc. has proven to be very knowledgeable regarding State
regulations, effective at staying within effluent pesticide limits, and capable of providing
a high level of customer service to the residents adjacent to the Redwood Shores
Lagoon. Their familiarity with the project and depth of personnel uniquely qualify them to
handle the multitude of obstacles faced at this work site.
Additional Services:
Based on historical records of managing aquatic plants and controlling algae, the total
cost could fluctuate significantly due to various factors such as weather, cost and type
of algaecide, and additional water sampling and reporting. Staff requests an additional
10% funding above the estimated annual $158,886 cost, in the amount of $15,889 per
year, be made available for unforeseen circumstances and an additional $19,575 per
year to cover any optional expenses associated with water sampling and reporting, for a
total not to exceed amount of $194,350. Waterworks Industries remains the lowest
bidder when an additional 10% contingency and optional expenses are included with all
three bids.

ALTERNATIVES
Council may choose not to approve the proposed agreement with Waterworks
Industries Inc. and direct staff to find alternate means of managing aquatic plants and
controlling algae or re-scope and release another RFP for the service.

FISCAL IMPACT
6.1.B. - Page 2
