<br /> <br />PUBLIC WORKS SERVICES <br />2017 Redwood Shores Lagoon Aquatic Plant <br />Management and Environmental Engineering Services RFP <br />Attachment A 1 <br />Attachment A – Proposed Work Plan <br /> <br />Scope of Work <br />Delineating the approach and methods the firm will use to deliver the following professional <br />services: <br />a. Consulting. Provide expertise to City staff and represent City, if requested by the City, with <br />regulatory agencies and their interests in the management of the Redwood Shores Lagoon <br />system, specifically compliance with the State Water Resources Control Board’s Statewide <br />General Permit No. CAG990005: <br />(http://www.waterboards.ca.gov/board_decisions/adopted_orders/water_quality/2013/w <br />qo2013_0002dwq.pdf), Statewide General NPDES Permit for Residual Aquatic Discharges to <br />Waters of the United States and Water Quality Order No. 2013-0002-DWQ: <br />(http://www.waterboards.ca.gov/board_decisions/adopted_orders/water_quality/2013/w <br />qo2013_0002dwq.pdf) and its amendements, and Wastewater Discharge Requirements for <br />all municipalities. Further, accompany and participate with City staff at community meetings, <br />as needed. <br />b. Water Quality Monitoring. Coordinate proactive, frequent inspections / surveys with the <br />City before, during, and after pesticide applications to ensure a constant and accurate <br />assessment of lagoon conditions and that all laws and regulations are being followed at all <br />times as the work progresses, including: <br />• Trash and Debris Monitoring to ensure that the City has a constant and accurate <br />assessment of lagoon conditions with respect to trash and debris nuisance <br />management. Identify tools and techniques to be utilized and frequency of <br />monitoring. <br />• Plant Nuisance Monitoring to ensure that the City has a constant and accurate <br />assessment of lagoon conditions with respect to aquatic plant nuisance management <br />through frequent inspections and / or visual surveys. Identify tools and techniques <br />to be used, and frequency of monitoring. Identify needs for mechanical harvesting <br />and chemical applications, identify products, set schedules and advise City of <br />recommended actions. Ensure that all laws and regulations are being followed at all <br />times as the work progresses. <br />Note: Water quality sampling, as required by the SF Bay Regional Water Quality Control Board and <br />reported annually to the Board, is conducted by an independent third party consultant under the <br />provisions of the City’s NPDES General Permit for Aquatic Pesticides Self-Monitoring Program annual <br />reporting. Any water quality sampling that may be proposed herein as part of the scope of services, <br />is strictly for use by the selected firm to determine its treatment parameters and priorities. Testing <br />results will not substitute for the pre-treatment and/or post-treatment water quality testing and <br />sampling conducted in compliance with the City’s Water Quality Monitoring Plan.
