PUBLIC WORKS SERVICES
2017 Redwood Shores Lagoon Aquatic Plant
Management and Environmental Engineering Services RFP
Attachment A 3
(http://www.redwoodcity.org/home/showdocument?id=1802 ) to incorporate all of the
changes required since 2003 to perform maintenance operations on Redwood Shores
Lagoon.
h. Communication Protocols. The City requires that the selected firm demonstrate a high level
of accountability and communication throughout the term of the Agreement. The approach
to and standards for communications with City staff, the City’s water quality sampling
consultant (see “i” below), and residents should be clearly articulated in the proposal, and
include especially notification to residents of actions, i.e. chemical applications, that will
restrict recreational activities, and the firm’s complaint resolution process.

i. Coordination. The successful firm will be required to communicate and coordinate its
chemical treatment schedule with the City’s independent water quality monitoring /
sampling consultant (and City’s Utilities Specialist) by providing advance notice of a minimum
48-hours prior to any chemical treatments to allow for pre-treatment sampling and 24-hour
notice following treatments for post-treatment water sampling in compliance with the City’s
Water Quality Monitoring Plan, also contained in the City’s draft Lagoon Management Plan:
Redwood Shores Lagoon, July 2003
(http://www.redwoodcity.org/home/showdocument?id=1802 .

Fee Schedule
Delineating hourly rates and work unit pricing for the following, including definitions of any and all
inclusions:

• Staffing
• Equipment
• Chemical application, including unit cost of chemicals
• Trash and debris collection and disposal
• Surveying / inspections for aquatic plant growth, trash and ambient lagoon
conditions
• Consulting and meetings, which may include public / residents meetings
• Report preparation
• Lagoon Management Plan update
• Incidental costs, i.e. travel (per mile), equipment, storage, administrative fees
Cost Projections
Using the attached City “Cost Projections Work Sheet” or a format that contains the required
information provide an estimate of effort hours and associated billable costs for per month of the
Agreement. Information provided should have a direct nexus to the proposed work plan described
above. A sample nexus has been provided on pages 4 and 5 of Attachment A. Note that the initial
contract is proposed for a 2-year period therefore the estimated monthly costs apply to each year of
the two year contract.
6.1.B. - Page 27
