DISCUSSION OF GENERAL PLAN UPDATE The Study Session was facilitated by Dr. Cecil Reeves Community Development Services Manager Passanisi began by explaining the General Plan process and the components of the General Plan. Discussion ensued about needing the housing element to be dealt with prior to beginning the General Plan Update process, need for bifurcation, set parameters and ground rules, seek public input, retain flexibility in order to modify later, need to identify process involving the various MINUTES BOOK NO. 57 Page No. 428
