<br /> 6.1.2 The City will recognize a Steward selected by the Union as its <br /> representative in settling grievances with the City Management. It <br /> is understood and agreed that handling of any grievance will not <br /> unreasonably interfere with the duties of the Steward as a worker. <br /> Accordingly, a Steward who is released by a supervisor to <br /> investigate a grievance or to meet with City officials shall return <br /> promptly to his/her regularly assigned duties. <br /> 6.1.3 One Steward shall be relieved from assigned work duties by the <br /> supervisor to attend meetings arranged with management and to <br /> investigate and process grievances initiated by other workers within <br /> the same work area. In no event shall the Steward order any <br /> changes and no changes shall be made except with the consent of <br /> the appropriate Department Head. <br /> 6.1.4 The Union may designate a Chief Steward who may assist other <br /> Stewards in their duties, including being present at grievance <br /> meetings commencing with the procedures of Article 27.2.2. Such <br /> Chief Steward shall be subject to the foregoing conditions applying <br /> to other Stewards. The City recognizes that the Chief Steward may <br /> require more release time than Stewards. <br />6.2 Official Representatives <br /> With respect to the meet and confer process, eight (8) Union representatives <br /> shall be the maximum number of workers who will be allowed concurrent time off <br /> without loss of compensation. The Union shall submit the names of all such <br /> worker representatives to the Human Resources Director at least two (2) working <br /> days prior to such meetings and the representatives shall advise their <br /> supervisors in advance prior to leaving their work assignments to attend such <br /> meetings. <br /> ARTICLE 7 - LAYOFF AND REEMPLOYMENT <br />7.1 Layoff <br /> Whenever in the judgment of the City Council it becomes necessary in the <br /> interest of economy or because the position involved no longer exists, the City <br /> Council may abolish any position or employment in the competitive service, and <br /> the worker holding such position or employment may be laid off without the filing <br /> of written charges. Any appointing power may likewise layoff a regular worker <br /> whenever lack of work or funds shall require a reduction in the number of <br /> workers. <br /> 8 <br />..
