<br />services; to subcontract any work or operations; to determine and change methods of <br />operations; to determine and change work locations and the processes and materials to be <br />employed; to take all necessary actions to perform its functions in emergencies. <br /> SECTION 5 - UNION REPRESENTATIVES <br />5.1 Attendance at Meetings by Employees and Stewards <br /> City employees who are official representatives or unit representatives of the <br /> Union shall be given reasonable time off with pay to attend meetings with <br /> management representatives, or to be present at hearings where matters within <br /> the scope of representation or grievances are being considered. The use of <br /> official time for this purpose shall be reasonable and shall not interfere with the <br /> performance of City services as determined by the City Human Resources <br /> Director or the Fire Chief. Such employee representatives shall submit a written <br /> request for excused absence to the Fire Chief or hislher designated <br /> representative with information copy to the City Manager, at least two (2) <br /> working days prior to the scheduled meeting, unless waived by the Fire Chief. <br /> Except by mutual agreement, the number of employees excused for such <br /> purposes shall not exceed three (3). The Union may provide one (1) steward for <br /> each shift. <br /> SECTION 6 - NO STRIKE <br />The Union, its members and representatives, agree that it and they will not engage in, <br />authorize, sanction, or support any strike, slowdown, stoppage of work, curtailment of <br />production, concerted refusal of overtime work, refusal to operate designated equipment <br />(provided such equipment is safe and sound) or to perform customary duties; and neither <br />the Union, nor any representatives thereof, shall engage in job action for the purpose of <br />effecting changes in the directives or decisions of management of the City, nor to effect a <br />change of personnel or operations of management or of employees not covered by this <br />MOU. <br /> SECTION7-PAY <br />7.1 Pay Period <br /> Employees shall be paid bi-weekly. <br />7.2 Salaries <br /> Salaries shall be determined annually by those factors traditionally taken into <br /> consideration in the determination of wages, hours and other terms and <br /> conditions of public and private employment including, but not limited to, <br /> 9 <br />
