The recording shall include an audio portion describing the condition of the lines with the video <br />image. The audio portion will be sufficiently free of background noise to produce an oral report <br />that clear and easily discernible. At the beginning of each inspection run, the audio shall identify <br />CONTRACTOR'S name, the crew member, date, time, street location, name of line, pipe size, <br />pipe material, direction of inspection, and the pipe numbers at the beginning and end of the <br />reach. The audio shall note during the inspection the location and condition of the pipe defects, <br />including all cracks, breaks, cracked or misaligned joints, root intrusion, infiltration, missing <br />pieces of pipe, corrosion, deposits, obstructions, and any other items which reflect the condition <br />of the sewer line. The audio shall also note the location of the connections, and whether the <br />connection is in service. All observations shall be included on the inspection report. <br />Continuous digital recordings of the inspection view as it appears on the monitor shall be stored. <br />A digital recording will be made of the entire inspection. The video will be recorded in MP4 <br />unless prior arrangements are made between the City and CONTRACTOR. <br />In case the camera cannot pass from upstream to downstream, a reverse setup will be attempted. <br />In case of this type of setup, a separate MPEG file will be stored. Inspection data shall be <br />obtained using WinCan software. This shall include data tables, observations, pictures, and <br />video. CONTRACTOR shall use standard observation codes consistent with PACP coding. Once <br />all inspections are complete, CONTRACTOR shall give the City of Redwood City a hard drive <br />that details all of the captured information, and WinCan reader program that has full rights for <br />viewing all videos, pictures, and observations. <br />The CONTRACTOR shall provide digital database TV inspection reports, printed TV inspection <br />reports and MPEG -4 format color video of all work completed. The Contractor shall use the <br />custom digital database TV inspection software WinCan Database System, version 8.30.0.2090 <br />The Contractor shall be proficient in using WinCan software. Additionally, the image capture <br />system will include provisions for capturing both motion video and audio. In other words, the <br />complete interface system will allow the operator to record and store short video movies of the <br />sewer defects and include verbal audio when necessary. The operator(s) shall be Pipeline <br />Assessment Certification Program (PACP) certified. NASSCO PACP format shall be used to <br />assess the pipeline conditions. The inspections shall document the following conditions and any <br />other pertinent observations: <br />a. Cracks - radial and longitudinal, hairline or open; <br />b. Laterals (identify active or inactive, if possible) - quadrant location, protruding, cracks, roots; <br />c. Corrosion - iron stains, roughened aggregate, exposed aggregate, exposed rebar, or exposed <br />soil; <br />d. Offsets/sags - 1 -inch, 2 -inch, 4 -inch, etc.; <br />e. Roots - light, moderate, heavy, or matted roots; f. Grease - light, moderate, or heavy: <br />g. Infiltration - water stains, dripping water, or stream of water: <br />h. Other - holes in pipe, missing tile; <br />PACP pipe ratings shall be included for each pipe segment inspected. All videos shall be of good <br />quality MPEG -4 format and shall clearly show the above stated conditions.
