Redwood City - Automated P=rmit System Consulting Services <br /> <br />:¢1. Project Understanding <br /> <br /> Redwood Gity has requested Psomas to prepare a proposal to assist in the <br /> selection of an automated permit system to replace an aging system that currently <br /> supports the city for permit issuance and tracking. The existing system was <br /> developed by the city and is tailored to meet the needs of the city. The system has <br /> been maintained over many years by different staff and is now difficult to maintain, <br /> not easily used, and not easily adaptable to integrate new technologies such as <br /> mobile system access and e-business. <br /> <br /> The city has approximately 25,000 parcels, performs 16,000 building inspections a <br /> year, 7,000 code enforcement inspections per year, and issues 3,000 building <br /> permits with $320 Million in construction costs generating $3.2 million in revenue. <br /> The building depadment has five building inspectors and four code enforcement <br /> inspectors. <br /> <br /> The city would like to replace the current automated permit system with a <br /> commercial product that will address the city requirements and be expandable to <br /> meet future needs as well. The new system should be supported by the system <br /> vendor, providing technical support and system enhancements. Additionally, the <br /> new system should address most of the city needs without significant modification <br /> other than configuring the system to city preferences and importing historical <br /> permit data. <br /> <br /> To proceed with the selection and deployment of a new system requires definition <br /> of city requirements, development of a request for proposal (RFP), selection of a <br /> permit system, and management of the implementation and deployment process. <br /> The city has asked Psomas to support these processes with consulting services <br /> based on prior experience with other cities implementing similar systems. <br /> <br /> This proposal defines tasks associated with the selection and implementation of a <br /> new permit system.
