Redwood City .- Automated F..~nit System Consulting Services

System performance audit - A performance audit will be conducted by Psomas
to review the overall effectiveness of the system after two months of full system
deployment. The purpose of the audit is to identify any deficiencies in the system
that may be correctable to improve effectiveness and efficiency. Performance
issues may be associated with the computing system, data, software, procedures,
or staff training.

¢3. City Involvement

This proposal for services assumes the city will be participatory and involved
throughout the entire range of activities involved with the acquisition and
implementation of the new permit system. The city will be challenged by the need
to meet existing obligations and commit time to this new project. However, the time
invested during the early phases of the project will assure the right choices are
made.

Psomas has worked on many assignments of similar nature and recognizes the
time pressures the city must manage throughout the project. We will provide
advance notice of expectations for meetings and provide draft reports to the city for
review in advance of meetings. Our time spent on site at the city will be planned to
make the best use of staff time that may require individual staff commitment for ~
to one day periods during the project.

Psomas March 20, 2001 7
